For RFQ - Construction Manager - Capital Improvement Projects The Ernest N. Morial New Orleans Exhibition Hall Authority (THE AUTHORITY) is a political subdivision of the State of Louisiana. New Orleans Public Facility Management, Inc. (NOPFMI) is a quasi-public body that is charged with the responsibility of managing the Ernest N. Morial Convention Center-New Orleans (ENMCCNO) on a day-to-day basis. NOPFMI and the AUTHORITY are referred to herein collectively as OWNER. As such, the OWNER is performing its due diligence in bidding projects and is not subject to or regulated by the Louisiana Procurement Code, LSA-R.S 39: 1551, et seq. As a political subdivision of the State of Louisiana, Owner's proposed construction shall be done in accordance with the Louisiana Public Bid Law, LSA-R.S. 38:2211, et. seq. The OWNER may reject any and all responses after receipt or withdraw this request for qualifications at any time prior to or after receipt of responses. Should no responses be received, the OWNER will negotiate a private contract. The OWNER is seeking through a Request for Qualifications (RFQ) a Construction Management at Risk Contractor (CMAR Contractor) for certain projects that are part of its Capital Improvement Projects Program, as described in the RFQ documents, the related exhibits, and following the process set forth in LSA:RS:38:2225.2.4 The OWNER deems the CMAR method to be in the public interest and beneficial to the OWNER based on the following non-exhaustive reasons: collaboration and cost control; concurrent execution of design and construction; complex project with limited time frame; owner, designer, and contractor with mutual project goals; risk identification controlled by owner; and minimization of construction and design disputes by using a collaborative process. All services shall be provided on an as-needed basis. Response to this RFQ does not guarantee a contract. Responses shall be organized in accordance with the RFQ documents. Responses shall be as succinct as possible while completely providing all requested information. Responses will become part of the contract. All times listed are New Orleans local time.
