Site work and renovation of a civil project in Smithfield Township, Pennsylvania. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The Scope of Work under this contract consist of installing articulated concrete block overtopping protection on the crest and downstream slope of the dam embankment, installation of a stabilizing berm along downstream slope of dam embankment, installation of relief wells and a subsurface drainage system with flow monitoring near the toe of the dam embankment, replacement of the concrete spillway, installation of concrete groin wall, installation of concrete control wall in auxiliary spillway, installation of 20 inch ductile iron pipe reservoir drain pipeline, installation of 16 inch high density polyethylene raw water intake replacement pipeline, installation of temporary cofferdams, refurbish existing intake tower structure, and construction of two (2) wetlands mitigation sites. Bidders must meet all funding source requirements. Bid security shall be submitted with each bid, in form of a certified check or bank draft, payable to the order of the Borough of East Stroudsburg, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, or cash, in an amount equal to 10 percent (10%) of the total amount bid. If providing a Bid Bond, Bidders shall upload a scanned copy of fully executed bond as part of online sealed bid submission. After Bid Opening and upon request by Owner, Bidder(s) shall provide original hard copy of Bid Bond. If providing security in the form of a certified check or bank money order, security must be delivered to Owner prior to Bid Opening date and time. The successful Bidder will be required to furnish and pay for satisfactory performance and payment bonds, each in the amount of not less than one-hundred percent (100%) of the awarded contract amount. An acceptable surety company is anyone included in the latest issue of the U.S. Treasury Department Circular 570 listings and authorized by the PA Department of Insurance to do business in Pennsylvania. The successful bidder shall be required to submit evidence of insurance coverage with an insurance company having an A.M. Best rating of "A-: Class VII" or better in accordance with the specifications. Prevailing wages established by the PA Dept. of Labor and Industry will apply. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, and nondiscrimination in hiring practices. Attention is also called to the fact that a Non-Collusion Affidavit is required to be submitted as part of each bid. Bids may be held by the Borough of East Stroudsburg for a period not to exceed sixty (60) days (or 120 days under conditions specified under Section 115 of Instruction to Bidders), from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to awarding the Contract. The Borough of East Stroudsburg reserves the right to waive any defects, errors, omissions, irregularities or informalities in a bid or the bidding procedure and to accept any bid, which it may deem to be for or in the best interest of the Borough, and to reject any or all proposals.
