Site work and paving for a road / highway in South San Francisco, California. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Pavement Rehabilitation Project consists of concrete curb and gutter, ADA ramp upgrades, PCC valley gutter, base repairs, crack sealing, cold milling and paving hot mix asphalt concrete (HMAC), thermoplastic striping and markings, red curb paint, and HMA speed humps located on selected streets in South San Francisco, CA. The Contractor shall be responsible to furnish all labor, material, tools, equipment, incidentals and services necessary to complete all the work as specified and in accordance with the plans and specifications for the 2020 Pavement Rehabilitation Project, Project No. ST2104, Bid No. 2644. At the time of contract award, the successful Bidder must be legally entitled to perform contracts requiring a Class A Contractor's license. Any Bidder or contractor not so licensed shall be subject to all penalties imposed by law including, but not limited to, any appropriate disciplinary action by the Contractors' State License Board. Bidders may submit pre-bid inquiries or clarification requests. Bidders are solely and exclusively responsible for submitting such inquiries or clarification requests not less than ten (10) calendar days prior to the scheduled closing date for the receipt of bid proposals. The City will not respond to any bidder inquiries or clarification requests, unless such inquiries or clarification requests are submitted timely via Electronically. The City reserves the right to reject any or all bids as the best interests of the City may dictate and, to the extent permitted by law, waive any informality or minor irregularity in any bid. If there is any reason for believing that collusion exists among the bidders, the City may reject any or all bids. Cashier's check or certified check, payable to the order of the City of South San Francisco, of not less ten percent (10%) of the bid or a bond in said amount, payable to the City of South San Francisco and signed by the bidder as well as a corporate surety, shall accompany the bid. Scan and upload a copy of your bid bond/cashier's check when responding electronically. The City of South San Francisco shall have the right to hold all bid bonds until award of the contract. However, the Finance Director may order the return of all bid bonds except that of the two (2) lowest bidders prior to the award. No Bidder may withdraw their bid for a period of ninety (90) calendar days from the date of opening of the bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the contract. Any bid withdrawal before the expiration of such time period shall result in the forfeiture of Bidder's Bid Bond. In the event of a bid mistake resulting from a clerical error made by the Bidder, withdrawal of such bid without forfeiture of the Bid Bond may only be allowed if the criteria set forth in California Public Contracts Code Sec. 5103 are met and the procedures set forth therein are followed; any such approval by City of South San Francisco of bidders request to withdraw bid shall be at the sole discretion of the City of South San Francisco. The Contractor shall possess Class A General Building Contractor license at the time this contract is awarded. Listed subcontractors shall also possess the required contractor's license for each specialty work specified and/or possess a Class A license. Attention is also directed to the provisions of Public Contract Code section 10164. The Contractor shall be properly licensed and in good standing at the time the contract is awarded. The U.S. Department of Transportation (DOT) provides a toll-free hotline to report bid rigging activities. Use the hotline to report bid rigging, bidder collusion, and other fraudulent activities. The service is available 24 hours 7 days a week and is confidential and anonymous. The hotline is part of the DOT's effort to identify and investigate highway construction contract fraud and abuse and is operated under the direction of the DOT Inspector General. This Base Bid work shall be diligently prosecuted to completion before the expiration of sixty-five (65) WORKING DAYS beginning on the fifteenth calendar day after approval of the contract. An additional fifteen (15) WORKING DAYS shall be granted for completion of the Bid Alternate work if awarded as part of the Contract
