The City of Burbank ("City") has determined that all potential General Contractors (hereinafter "Contractor") for any of the following 69/12kV Substation Projects must be pre-qualified prior to receiving a Request for Proposal from the City for the projects. The two projects are: o Gas Insulated Switchgear ("GIS") 69/12 kV Substation Project ("GIS Project") o Air Insulated Switchgear ("AIS") 69/12 kV Substation Project ("AIS Project") A contractor may bid for either or both of the projects listed above as long as it meets the qualifications. Contractors that submit and qualify for the GIS Project will automatically qualify for the AIS Project if they indicate interest. The delivery method for this project is design-build. It is mandatory that all Contractors who desire to receive a Request for Proposal, and may intend to submit a proposal complete this Statement of Qualification Package (hereinafter "SOQ"), provide all the materials requested herein, and be approved by the City to be on the qualified General Contractor List. For tracking purposes only, the City refers to the proposal as a bid; however, this project is intended to be built with the design-build procurement method. This process involves providing selected Contractors with an opportunity to submit a proposal which will be weighed in a manner stated in the Request for Proposals. Requests for Proposals will only be provided to those who are on the City qualified Contractor list. GIS Project The estimated scope of work includes engineering, procurement and construction of the proposed substation with ultimate design with the capacity for up to three (3) 33.6 MVA 69/12 kV transformers, up to three (3) 69kV underground lines, and to accommodate up to a six-position 69kV GIS with ring bus configuration to be installed in an enclosed concrete masonry unit (CMU) structure. Additionally, the substation will accommodate up to three (3) sectionalized main-transfer or double bus-double breaker scheme air-insulated Arc-Resistant switchgear configuration and twelve outgoing, 12kV underground rated distribution system feeders with sufficient redundancy to accommodate repair and maintenance activities over the life of the substation. Highlights of the proposed GIS Project design include: o Up to three (3) 33.6 MVA at 65, 69-12kV transformers (with load tap changers). o One (1) 69 kV GIS ring bus that is arranged so that all three transformers would remain in service in the event a fault occurs on one of the three incoming 69 kV line. o Up to three (3) 15 kV rated enclosed air-insulated Arc-Resistant switchgear. Each switchgear lineup is arranged in a main-transfer bus configuration with four feeders, a tie between main and transfer bus with mobile substation connection, and capacitor bank. o Two (2) underground 69 kV supply lines and duct capacity for three (3) lines. o 69 kV and 12 kV Power Cable Pits and Conduits to accommodate twelve (12) outgoing, underground 12 kV feeders and three underground 69 kV transmission lines. AIS Project The estimated scope of work includes engineering, procurement and construction of the proposed substation with ultimate design with three (3) 33.6 MVA 69/12 kV transformers, incorporation of two or three existing 69kV ties and open air 69kV bus sections, and a three (3) section 12kV switchgear inside a metal clad walk-in enclosure or enclosed CMU structure, to be specified in RFP. The 12kV sectionalized switchgear to be installed will be main-transfer or double bus-double breaker scheme switchgear configuration with twelve outgoing, 12kV underground rated distribution system feeders with sufficient redundancy to accommodate repair and maintenance activities over the life of the substation. Please note that the third line, bus section, transformer, and switchgear section are not part of the scope for this project but shall be considered for future expansion of the substation. Highlights of the proposed AIS Project design include: o Two (2) 33.6 MVA at 65, 69-12kV transformers (with load tap changers) with associated connections to the outdoor 69kV disconnect switches and 12kV switchgear. o Two (2) 15 kV rated enclosed air-insulated Arc-Resistant switchgear sections. Each switchgear lineup is arranged in a main-transfer or double bus-double breaker configuration with four feeders, a tie between main and transfer bus with mobile substation connection, and outdoor capacitor bank. The switchgear lineup shall be part of a walk-in switchgear or CMU building. The switchgear lineups should be configured such that a third lineup can be added in the future o Cable Pits and/or Conduits to accommodate eight outgoing, underground 12 kV feeders The City of Burbank reserves the right to modify the Scope of Work and/or the location of the proposed GIS Project or AIS Project. The firms awarded the Engineer, Procure, and Construct (EPC) / Design/Build contracts for either the GIS Project or the AIS Project, shall furnish all engineering, design, equipment, construction, complete installation, commissioning, testing and energization at the GIS Project or AIS Project, as applicable. If a firm is awarded both projects, it must have the ability to complete each project independently and on schedule. They are also committed to provide an aesthetically pleasing, safe, reliable, energy efficient, low noise, functional, environmentally friendly, operational and ready-in-service new 69-12KV Substation. The Scope of Work at both substations includes the engineering, furnishing and installing of all equipment, required foundations, structures, grounding, lighting, shielding, cable and conduit, trenches, AC/DC system, protection and control system, security, demolition of existing commercial structures and site clearance, site development, fencing (only at the GIS Project) and other auxiliary systems. CONSTRUCTION BUDGET: The Construction Budget for the projects are as follows: o GIS Project is estimated to be sixteen million dollars ($16,000,000) o AIS Project is estimated to be six million dollars ($6,000,000) The Construction Schedules are estimated as follows: o GIS Project is estimated to be a maximum of eighteen (18) months o AIS Project is estimated to be a maximum of twelve (12) months o Project durations begin from issuance of notice to proceed through final acceptance and specifically includes ALL Punch list items o GIS Project and AIS Project schedules are independent and may start at different times Pre-Bid Meeting No License Requirements A - General Engineering Contractor Bid Valid One year Online Q&A Yes Q&A Deadline 01/08/2021 4:00 PM (PST) The City reserves the right to alter the budget and/or schedule for any of the projects.
