The Engineer's estimate is in the range of $4.75 million to $5.5 million including WSST. All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Ellensburg. The Bull Road Utility Extension consists of the construction of approximately 5,700 linear feet of 12-inch ductile iron watermain, 12-inch and 15-inch sanitary sewer main, 4-inch HDPE natural gas distribution main; approximately 6,400 linear feet of PVC power and communication conduits; and approximately 460 linear feet of 15-inch irrigation piping. Structures to be installed include approximately (20) manholes, (2) irrigation structures, and (2) concrete box culverts. A tunnel beneath Interstate 90 will be sealed off with self- compacting fill. Earthwork will be done to fill in the tunnel entrances and to redirect a fish-bearing creek. Surface restoration includes paving and plantings. The City of Ellensburg, Washington, reserves the right to reject any or all bids and to waive irregularities or informalities in the bid or in the bidding. Responsibility and competency of bidders and their subcontractors will be considered in making the award. All documents received in response to this invitation to bid will become a matter of public record subject to the Washington public disclosure act under chapter 42.56 RCW.
