Site work, paving and outdoor lighting for a mixed-use development in Ankeny, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and for outdoor lighting for a road / highway.

The NW Irvinedale Drive & NW 18th Street Intersection Improvements project includes reconstruction of the intersection to provide dedicated left-turn lanes, right-turn lanes, and an urban cross section from approximately 500 feet west to 475 feet east of NW Irvinedale Drive along NW 18th Street, and 650 feet south to 750 north of NW 18th Street along NW Irvinedale Drive. The project also includes temporary pavement to transition the north and south limits of NW Irvinedale Drive from the existing rural to the proposed urban cross section. The construction improvements include approximately 12,000 SY of 9" thick PCC Class C-SUD street pavement, 1,600 SY of 7" thick PCC Class C-SUD street pavement, 2,300 LF of storm sewer, 3,750 LF of subdrain, Class 10 excavation, subgrade preparation, modified subbase, paved medians, driveways, sidewalks, traffic signal, fiber optic infrastructure, pavement markings, temporary surface restoration, permanent surface restoration, temporary traffic control, mobilization, and miscellaneous associated work necessary to complete the project. The City will furnish the combination traffic signal / lighting poles, mast-arm mounted street name signs, ATC 48VDC cabinet with controller, conflict monitor, and accessories, and fiber optic cable for contractor installation. Doc Note - Paper copies of the Contract Documents are available from the City of Ankeny Public Services Building, 1210 NW Prairie Ridge Drive, Ankeny, Iowa, 50023. The initial set is free of charge to prospective bidders, i.e. qualified general contractors. A fee of Fifty Dollars ($50.00) per set will apply to additional sets and to bidding documents requested by other than prospective bidders. This fee is refundable, provided the following conditions are met: (1) The Contract Documents are returned complete and in a good usable condition. (2) They are returned within fourteen (14) calendar days after the award of the project. An individual must call 515-963-3520 in advance to reserve a paper copy. Est. Value: $ 3,669,401.65 Work on the improvement shall be commenced any time after a written Notice to Proceed is issued, no earlier than March 31, 2025 and no later than April 14, 2025, and shall be completed as stated below. The Notice to Proceed will be issued after the preconstruction conference, which is expected to occur in March 2025. Stage 1: The Contractor shall fully complete Stage 1 of the overall project within one hundred (100) working days. Full completion for Stage 1 shall be defined as all utility, grading, pavement, and traffic signal construction completed; with the new pavement markings and signs installed; new streets, driveways, and sidewalks fully open to traffic; new traffic signal fully operational; fiber optic work noted below completed; and permanent surface restoration and punch list items completed. A mandatory six-day work week is not required; however, working days will be charged on Saturdays if the Contractor elects to perform bid item work on Saturdays. Should the Contractor fail to fully complete Stage 1 in this timeframe, liquidated damages of Two Thousand Dollars ($2,000.00) per calendar day will be assessed for work not fully completed within the designated Contract term(s). An enhancement of payment in the amount of Fifty Thousand Dollars ($50,000.00) will be issued to the Contractor if full completion for Stage 1 is achieved within one hundred (100) working days AND the work is completed on or before Friday, August 22, 2025. The Contractor shall fully complete all work associated with Plan Sheets N.8 through N.12 of the project no later than Tuesday, June 10, 2025. Full completion shall be defined as installation of all conduit, handholes, associated equipment, and cable as noted in the Contract Documents. Should the Contractor fail to fully complete Plan Sheets N.8 through N.12 work in this timeframe, liquidated damages of One Thousand Dollars ($1,000.00) per calendar day will be assessed for work not fully completed within the designated Contract term(s). No enhancement of payment will be issued to the Contractor for work associated with Plan Sheets N.8 through N.12 should it be completed on or before Tuesday, June 10, 2025. Stage 2: The Contractor shall fully complete Stage 2 of the overall project within forty (40) working days. Full completion for Stage 2 shall be defined as all utility, grading, and pavement construction completed; with the new pavement markings and signs installed; new streets, driveways, and sidewalks fully open to traffic; permanent surface restoration and punch list items completed, and all improvements ready for final acceptance. A mandatory six-day work week is not required; however, working days will be charged on Saturdays if the Contractor elects to perform bid item work on Saturdays. Should the Contractor fail to fully complete Stage 2 in this timeframe, liquidated damages of Two Thousand Dollars ($2,000.00) per calendar day will be assessed for work not fully completed within the designated Contract term(s). An enhancement of payment in the amount of Twenty-Five Thousand Dollars ($25,000.00) will be issued to the Contractor if full completion for Stage 2 is achieved within forty (40) working days AND the work is completed on or before Friday, October 10, 2025. Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful Bidder will enter into a Contract for the work bid upon and will furnish after the award of Contract a corporate Surety Bond, in a form acceptable to the City of Ankeny, for the faithful performance of the Contract, in an amount equal to one hundred percent (100%) of the amount of the Contract. The Bidder's security shall be in the amount fixed in the Instructions to Bidders and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a Bid Bond on the form provided in the Contract Documents with corporate Surety satisfactory to the City of Ankeny. The bid shall contain no condition except as provided in the specifications. Each successful Bidder will be required to furnish a corporate Surety Bond in an amount equal to one hundred percent (100%) of its Contract price. Said Bond shall be issued by a responsible Surety approved by the City of Ankeny and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City of Ankeny from claims and damages of any kind caused by the operations of the Contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of four (4) years from and after acceptance of the Contract. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change. The City of Ankeny does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City.
