Given the current pandemic limited administrative staff are located at the Authoritys office, and as such in-person delivery is discouraged. Sealed physical bids addressed to the Little Rock Water Reclamation Commission acting by and through Little Rock Water Reclamation Authority, shall be addressed to Myron Welch, Little Rock Water Reclamation, 11 Clearwater Drive, Little Rock, Arkansas 72204. The sealed physical bids shall be postmarked before February 23, 2021 for furnishing all labor and material performing all Work required to apply 2021 Annual Root Control Maintenance Contract. The emailed bid shall be a black and white scan of the physical bid documents, to include bid bonds or certified/bank check. All other references throughout these documents regarding physical bid delivery are updated by this language. The Authority would prefer one email of no more than 25 MB per bidder. Major requirements associated with this project are: The purpose of the project is to apply chemical root control agent to sanitary sewers in order to kill the root growth present in the lines and to inhibit re growth, without permanently damaging the vegetation producing the roots. Contractor's Bid shall be accompanied by a cashiers or certified check upon a national or state bank in an amount not less than five (5) percent of the total maximum Bid Price, payable without recourse to the Little Rock Water Reclamation Authority, or a Bid Bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a Contract and execute Performance and Payment Bonds within ten (10) days after Notice of Award of Contract. The Notice of Award of Contract shall be given by the Owner within sixty (60) days following the opening of Bids. All bids are subject to the conditions of Section 00100 Information for Bidders of the contract documents. The successful Bidder must furnish a Performance Bond and Payment Bond upon the forms provided each in the amount of One Hundred (100) Percent of the Contract Price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner. Attention of Bidders is particularly called to the requirement as to conditions of employment to be observed and minimum wages to be paid under the Contract as incorporated in these Specifications. All parties to this contract shall not discriminate on the basis of race, color, creed, sex, age, religion, national origin, disability, marital status, sexual orientation, gender identity, genetic information, political opinions or affiliation, military status, or other status protected by applicable law. Bidders on this work will be required to comply with the Presidents Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications. Bidders are cautioned that Bids for this Project are subject to compliance with Arkansas Law for construction of Public Works as found in Arkansas Code Annotated Section 22-9-101, etc. The Bidder shall thoroughly acquaint himself and comply with the provisions of these Acts. The right is reserved, as the interest of the Owner may require, to reject any or all Bids and to waive any informality in Bids received.
