The City of Highmore is soliciting Statements of Qualifications from fi rms interested in providing DesignBuild services required for the construction of a new swimming pool in Highmore, South Dakota. Statements of Qualifications will be received for design and construction of a new municipal swimming pool facility. The project will include a municipal swimming pool of no more than 3,900 square feet. The facility may include but not be limited to a swimming pool basin, pool deck, water slide, shade structures, diving board, bath house facility of no more than 1,100 square feet with concession area, an equipment storage area, all enclosed by a chain link fence. Design-builders shall be registered with the Secretary of State as a domestic or foreign corporation, partnership, or joint venture. Design-builders shall be registered with the Department of Revenue for tax purposes. Where required by state or federal law, the design-builder shall be able to provide design or construction services by licensed or registered individuals. The total proposed budget for the project is $2 million. Firms desiring to be considered for providing Design-Build services for this project should send a Statement of Qualifications that includes experience with comparable projects, fi nancial and bonding capacity, managerial resources, the abilities of the professional personnel, a list of past experience on projects (no more than five) with similar size and/or common scope elements. The statement should also include an explanation of how your fi rm has incorporated methods (via examples) that have had a positive impact on schedule, cost, quality, and/ or overall value and describe resources available to perform the work. The firm should also be able to show (via examples) their knowledge of the regional conditions, recent and current project workload, and the ability to complete the work in a timely and satisfactory manner. Include owner contact information for your last two comparable design-build projects completed. Evaluation of the proposals will be based on qualifications as a design-builder according to the ranking criteria below: 1. Specialized expertise, capabilities, and experience as demonstrated by the team's capabilities, and the proposed approach and methodology to meet the project requirements (20%). 2. Resources available to perform the work, including any specialized services, within the specifi ed time limits for the project. Include resumes of all personnel, including sub consultants who will be assigned to this project for the entire duration (25%). 3. Record of past performance, including price and cost data from previous projects, quality of work, ability to meet schedules, cost control, and contract administration (30%). 4. Ability and project history in handling special project constraints (5%). 5. Proposed project management techniques (5%). 6. Availability to project locale (10%). 7. Familiarity with project locale (5%). A selection review committee will review the proposals and select firms in accordance with the City of Highmore Procedures for Design-Build Procurement of Public Improvements and South Dakota law.
