The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on May 5, 2021 at 9:00 AM at the Region Five/District Eight Office in Collinsville Phase I/II engineering services are required for the relocated Illinois Route 3 from 0.1 mi South of the Riverpark Connector in East St. Louis to Monsanto Ave. in Sauget for a total project length approximately 2.0 miles. This work will be broken into two sections. The first section is from 0.1 mi South of the Riverpark Drive Connector to the proposed Trendley Ave. Connector in East St. Louis is approximately 0.8 miles and is essentially all on structure. This structure will cross existing Trendley Avenue, the existing Kansas City Southern Railroad Tracks serving the adjacent existing Cargill grain elevators, the existing MetroLink light rail tracks, existing TRRA South Wye tracks and existing Riverpark Drive. The alignment is constrained by the existing Malcolm Martin Memorial Fountain on one side and multiple existing railroad tracks on the other. This work also includes a two-lane connector road from Relocated IL 3 to existing Front Street and Trendley Avenue and the demolition of an existing adjacent and abandoned railroad structure over Riverpark Drive. The second section is from 0.1 mi South of Trendley Ave. in East St. Louis to Monsanto Ave. in Sauget and is approximately 1.2 miles. This section includes a grade separation over both the TRRA and UPRR tracks located between MacArthur Bridge and Poplar Street Bridge and the latest intersection design at relocated Illinois Route 3 with both 8th Street and the approach to the Poplar Street Bridge. An additional set of TRRA RR tracks located south of Poplar Street Bridge was recently constructed and will also require a grade separation. The Consultant will be required to work with TRRA as they develop plans for a reconstructed span of the north approach of the MacArthur Bridge to accommodate the alignment of the new relocated IL 3. The estimated construction cost for this project is $90,000,000. The completion date for this contract will be 120 months after authorization to proceed. The Prime firm must be prequalified in the following categories to be considered for this project: Location Design Studies (New Construction/Major Reconstruction) Structure (Highway: Advanced Typical) Highways (Freeways) Statements of Interest, including resumes of the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
