**As of March 25, 2021, the project has been awarded. Bid amount received $1,837,190.25 **The bracketed estimate for the project is: $1,400,000 - $2,100,000. Work will include the relocation of utilities and the construction of access roads and turn lanes to the planned Medical Village complex. The proposed work will also include temporary traffic control, erosion control, and drainage improvements. All bids in excess of Fifty Thousand Dollars ($50,000) shall require a bid bond equal to 5% of contract amount or $10,000 whichever is lesser. Bid bonds will be returned by the Owner after the contract has been awarded. ATC Project No. Z021000382 If the winning bid is in excess of Fifty Thousand Dollars ($50,000), the Contractor shall obtain a performance bond equal to 100% of contract amount and shall be provided within ten (10) days of Notice of Award. If the winning bid is in excess of Fifty Thousand Dollars ($50,000), the Contractor shall obtain a Labor & Materials Payment Bond equal to but not less than 50% of contract amount and shall be provided within ten (10) days of Notice of Award. The bond shall include payment of reasonable attorney's fees incurred by successful claimants in civil actions. Minimum wage rates for this project have been pre-determined by the Secretary of Labor and are set forth in the advertised specifications. This project is subject to the contract work hours and Safety Standards Act and its implementing regulations. The proposed work shall be performed in conformity with the rules and regulations for carrying out the Federal Highway Act. Bids from Bidders who do not attend this conference will be rejected. The Contractor will be required to obtain a business license from the City to operate within the Corporate Limits. The lowest responsive, responsible Bid will be accepted with key consideration based upon the benefit to the public. However, the City of Gulf Shores, Alabama, reserves the right to reject any and all Bids, to waive any irregularity in the Bids received, and to accept or reject any items of the Bid for the benefit of the public. No conditional Bids will be accepted. No Bid may be withdrawn for a period of thirty (30) days after the scheduled closing date and time for the receipt of Bids. The City of Gulf Shores, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000D TO 2000D-4 and Title 49 code of Federal Regulations, Department of Transportation, Subtitle A, Office of The Secretary, Part 21, nondiscrimination in federally-assisted programs of the Department of Transportation issued pursuant to such act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, sex, or national origin in consideration for an award. The City reserves the right to revise any insurance requirement based on insurance market conditions affecting the availability or affordability of coverage; or changes in the scope of work/specifications affecting the applicability of coverage. Additionally, the City reserves the right, but not the obligation, to review and reject and insurance policies failing to meet the criteria stated herein, or any insurer(s) providing coverage, due to its poor financial condition or failure to operate legally in the State of Alabama. In such events, City shall provide Contractor written notice of such revisions or rejections. Cut off for RFIs will be Wednesday March 3 at 12:00 pm.
