Site work for a water / sewer project in Middlebury, Vermont. Completed plans call for site work for a water / sewer project.

The Project, located in the Village of East Middlebury, generally consists of river sediment and debris removal, hard armoring at selected areas, and stabilizing and extending the Grist Mill Road floodwall. Questions received throughout the Bid Phase, including at the Pre-Bid Conference, will be recorded and answers or clarifications will be distributed electronically via addenda as deemed necessary. Addenda will be posted to the Town website, Vermont Business Registry website, and emailed to all interested bidders that attended the Pre-Bid Conference. Written questions will be received via email until 4:00 PM local time on Friday, March 12, 2021. Response to bidder's questions will be posted by 4:00 PM local time on Friday, March 19, 2021. Bids will be received for a single prime contract. Bids shall be on a lump sum basis as indicated on the Bid Form (00301). Bid Security in the form of a certified bank check payable to the Town or a Bid Bond in the amount of 5% of the Bid is required. The successful Bidder will be required to demonstrate qualifications, furnish a Bid Bond, Performance Bond, and Payment Bond - Labor & Materials in the amount of 100% of the contract value and, furnish a Certificate of Insurance meeting the requirements of the Contract Documents. All Bonds are to be executed according to instructions. Notice of Award is anticipated by Friday, April 16, 2021 following approval by the Town Infrastructure Committee and Select Board, with Contracting and the Notice to Proceed anticipated by Friday, May 14, 2021. The Town reserves the right to reject any or all bids on its own motion. The Town reserves the right to eliminate or add portions of work after contracting with the lowest and most responsive and responsible bidder In 2011 during Tropical Storm Irene, several feet of sediment were deposited upstream of the Grist Mill Road Bridge, and over six (6) feet of scour took place along the concrete retaining wall just downstream of the bridge. Emergency repairs were conducted that included sediment removal from the channel and concrete grouting under the exposed base of the wall. Note that the downstream most section of the wall collapsed during flooding prior to Tropical Storm Irene, however the wall was not replaced, rather a stone berm was placed at the former wall location. The most recent flooding occurred July 1, 2017 where a nearly 10-year flood deposited excessive sediment on the alluvial fan channel leading to blocked flood flow paths and excessive erosion. Recent field assessment and accounts of the flood indicate that up to 50 feet of bank erosion took place during the flood. Accounts of building and releasing jams of sediment and large wood were reported following the flood. The channel on the alluvial fan remains filled with sediment. The goal of this project is to reduce flood and erosion risks, and create a sustainable management strategy in this dynamic river reach in a developed village setting. Design plans have been prepared for each element (Attachment A and B). The project is located along the Middlebury River at five (5) locations between Lower Plains Road and Cones Road. In general, the project includes the following components: 1. Remove large sediment and wood deposits from select flood chute entrances and large sedimentbars. 2. Armor select sections of the Ossie Road Berm and other informal berms between Grist Mill Road and Lower Plains Road. 3. Stabilize the existing Grist Mill Road flood wall. 4. Extend the flood wall 150 feet downstream. Instream work below the ordinary high water line (OHW) must occur between July 1 and October 1, 2021. Substantial Completion must be accomplished by October 1, 2021. Failure to reach Substantial Completion on time may result in a forfeiture of the performance bond. Removal of vegetation at each access location shall be minimized and shall occur only after receiving prior approval. The Contractor may propose alternative access locations, however any such access locations must be approved by the Project Engineer in advance, and the Contractor shall obtain any and all permits and must demonstrate landowner approvals prior to use. Traffic lane closures are not anticipated. If required, the Contractor shall coordinate any traffic lane closures directly with Vermont Agency of Transportation, the Project Engineer, and the Town. Work at the Grist Mill Bridge floodwall will be mostly from the river side of the wall. All abutters will have been notified about the project by the Town's Project Manager before construction begins Water control is needed during work on the banks and at the river's edge to prevent siltation of the river. Separation of river flow from the active work area at the riverbanks is proposed to use temporary isolation berms constructed from on-site river cobble and gravel. Turbid water is to be treated as shown on the plans or with a suitable alternative. Limits of area of disturbed earth (2 acres max.) and length of time of un-stabilized disturbance (7 days max.) have been established to minimize impact to the river The Town reserves the right to reject any and all bids, waive irregularities and consider Bidders qualifications and factors other than price in award considerations if, in the opinion of the Town Manager, it is in the best interest of the Town to do so.
