This project is being financed with U.S. Department of Housing and Urban Development ("HUD") Community Development Block Grant-Disaster Recovery ("CDBG-DR") funds administered by the NYS Governor's Office of Storm Recovery ("GOSR"). Attention of proposers is particularly called to Section 3 requirements, 1 M/WBE goals, Federal labor standards, Federal and State prevailing wage rates, online reporting requirements using Elation System, Inc. and other requirements included in the GOSR Supplementary Conditions for Contracts. The Municipality is looking to replace the existing control system of a General Electric LM6000PC W/Sprint along with the auxiliary balance of plant controls system with a new control system that will allow the Municipality to run the LM6000PC into the local electrical grid in isochronous control mode and load share with other units located within the municipal electrical grid. Each proposal must be accompanied by a certified or bank cashier's check made payable to OWNER, or a Bid Bond issued by a surety licensed to conduct business in the state where the Project is located and having a Best Rating of A- or better from A.M. Best Company and named in the current list of "Companies Holding Certificates of Authority as Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Financial Management Service, Surety Bond Branch, U.S. Department of the Treasury, in an amount not less than five percent of the amount of the proposalsubmitted. The Municipality reserves the right to reject any or all of the proposals received, to re-advertise for proposals, to abandon the project, to waive any or all informalities in any proposal received and to accept any proposal which the Municipality decides to be for the best interest of the Municipality.
