Site work, paving and outdoor lighting for a transportation facility in Preston, Idaho. Completed plans call for site work for a transportation facility; for outdoor lighting for a transportation facility; and for paving for a transportation facility.
Runway 3-21 Reconstruction/Extension ,Install Precision Approach Path Indicators (PAPIs) ,Install Runway End Identifier Lights (REILs), Runway 3 ,Install New Primary Wind Cone and New Supplemental Wind Cone Reconstruction of Runway 3-21 consists of reconstructing Runway 3-21, as well as extending its length by 50 feet on each end. Work also includes the removal of the apron connector and reconstructing it on a new alignment. Civil work includes full depth removal of existing asphalt by rotomill, excavation, construction of subbase, base and asphalt surface course, as well as underdrains, shouldering, fencing, pavement marking and other items. Approximate civil quantities include 24,000 SY of rotomill, 65,000 CY of excavation, 12,000 CY of total aggregates, 7,300 tons of hot mix asphalt pavement, 9,000 feet of underdrains, 900 feet of barbed wire fence, 6,500 SF pavement marking. Electrical work includes installation of new vault building and equipment, installing one new supplemental wind cone, and new edge lights and threshold lights. Approximate electrical quantities include 9,600 feet of conduit, 10,000 feet of 5kV airfield lighting cable and 74 lighting fixtures. Install PAPIs consists of installing a new Precision Approach Path Indicator (PAPI) system for each runway end. The PAPIs will be powered from a dedicated series circuit with a new constant current regulator installed in the electrical vault building. Work includes furnishing and installing all equipment, materials, and services necessary to place the system in operation and ready for commissioning and flight check by the FAA. Install REILs consists of installing one set of new Runway End Identifier Lights (REIL) on Runway. Install New Primary Wind Cone consists of furnishing and installing one new primary wind cone. Install New Supplemental Wind Cone consists of furnishing and installing one new supplemental, lighted wind cone. A Bid Guaranty, payable in cash, by cashiers check, certified check or bid bond, of 5 percent of the BID AMOUNT is required. Separate Performance and Payment Bonds each in the amount of 100 percent of the CONTRACT AMOUNT will be required. Each bidder must supply all the information required by the Bidding Documents and Specifications. This Public Works Project is financed in part by Federal Aid Funds. No contractor, subcontractor, or specialty contractor shall be required to have a current license as a Contractor in the State of Idaho in order to submit a bid or proposal on this project; prior to award and execution of the Contract, the successful bidder shall secure a Idaho Public Works Contractor's License. Prospective Contractors are notified that the work under this Contract is funded in part by a grant from the Federal Aviation Administration and as such is subject to Executive Order 11246, 41 CFR Part 60-4, and Equal Employment Opportunity (EEO) and Federal Labor Provisions. The Contractor will be required to comply with all applicable Federal and State Equal Employment Opportunity Laws and Regulations. To be eligible for award, the Contractor must agree to comply with the Affirmative Action Requirements and Minimum Wage Rates identified in the Bidding Documents. This solicitation and any resulting contract are subject to the Buy America requirements of 49 USC Section 50101. This solicitation and any resulting contract are subject to the Trade Restriction Clause 49 CFR Part 30 and 49 USC Section 50104. This project is a public improvement subject to the prevailing wage requirements of the Davis-Bacon Act 2 CFR Part 200, Appendix II (D) and 29 CFR Part 5. The bidder certifies, by submission of a proposal that neither it nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any Federal department or agency. The bidder with the successful bid further agrees to comply with Title 2 CFR Part 1200 and Title 2 CFR Part 180 (Subpart C) and DOT Order 4200.5. This contract is covered by the Drug Free Workplace Act of 1988. All Contractors subject to the Drug-Free Workplace Act of 1988 are required to provide a drug-free workplace. The City of Preston and Franklin County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The requirements of 49 CFR part 26 apply to this contract. It is the policy of City of Preston and Franklin County to practice nondiscrimination based on race, color, sex or national origin in the award or performance of this contract. The Owner encourages participation by all firms qualifying under this solicitation regardless of business size or ownership. All prospective bidders are directed to the Instructions for Bidders for discussion of Bid policies, procedures, and requirements. The Owner reserves the right to reject any and all Bids, to waive any and all informalities and to negotiate contract terms with the successful Bidder, and the right to disregard all non-conforming, non-responsive or conditional Bids.
