Clackamas County ("County"), on behalf of Community Development Division, through their Board of County Commissioners is accepting sealed bids for the Clackamas County Canby ADA Ramps Improvements. Project Engineers Estimate: $175,000 - $185,000 dollars Project Schedule: Notice to Proceed, 75 Days to Substantial Completion and 90 Days to Completion. Refer to the Bid Schedule provided by the Project Engineer for the detailed quantities. To be eligible for award under this Invitation to Bid, bidders (prime contractors) must submit a prequalification application to the County at least two business days prior to the Bid Closing. The County will reject bids from bidders who are not prequalified for the class of work indicated prior to the Bid Closing. State of Oregon Prevailing Wage: Prevailing Wage Rates requirements apply to this Project because the maximum compensation for all Owner-contracted Work is more than $50,000. Contractor and all subcontractors shall comply with the provisions of ORS 279C.800 through 279C.870, relative to Prevailing Wage Rates. The Bureau of Labor and Industries (BOLI) wage rates and require-ments set forth in the following BOLI booklet (and any listed amendments to that booklet), which are incorporated herein by reference, apply to the Work authorized under this Agreement. i The Work will take place in Clackamas County, Oregon. NOTE 1: Contractors are required to pay the higher wage classification between State (BOLI) and Federal (Davis-Bacon) for all Community Devel-opment Block Grant (CDBG) funded proj-ects. Federal Prevailing Wage Rates: Prevailing Wage Rates requirements apply to this Project because the maximum compensation for all Owner-contracted Work is more than $2,000. Contractor and all subcontractors shall comply with the provisions of the David-Bacon Act (40 U.S.C. 3141 et seq). Bid Opening Date, Clackamas County Community Development Division will issue an Addendum providing the new wage rates. NOTE 2: Contractors are required to pay the higher wage classification between State (BOLI) and Federal (Davis-Bacon) for all Community Development Block Grant (CDBG) funded proj-ects. Other Federal Requirements: This project is financed through the Community Development Block Grant Program with funds obtained from the U.S. Department of Housing and Urban Development. The Contract will be subject to regulations of the federal Department of Labor (DOL) and Depart-ment of Housing and Urban Development (HUD). The successful Bidder will be required to comply with the provisions of section 3 of Housing and Urban Development Act of 1968 as amended (herein referred to as section 3 require-ments). Such provisions require that economic opportunities generated by HUD financial assistance shall, to the greatest extent feasible, be given to low income residents of the metropolitan area in which the project is located and to businesses that provide economic oppor-tunities for these persons. Bids exceeding $100,000 must include an indi-cation of whether or not the firm submitting the bid is a "section 3 business concern. The Contractor shall commence no work on the project until the Contractor and every subcontractor has a public works bond filed with the Construction Board in accordance with ORS 279C.830 and all other bonding and insurance requirements have been met and a Notice to Proceed has been issued. This project will be above $100,000 dollars and will qualify as a "HUD Section 3" covered contract. This desired desig-nation means: Contracts exceeding $100,000 are considered "Section 3 covered contracts." Bids exceeding $100,000 must include an indication of whether or not the firm submitting the bid is a "section 3 business concern." A Section 3 business concern is defined by HUD regulations as a business concern: (1) That is 51 percent or more owned by Section 3 residents; or (2) Whose permanent, full-time employees include persons, at least 30 percent of whom are currently section 3 residents or, within three years of the date of first employment with the business concern, were Section 3 residents; or (3) That provides evidence of a commitment to subcontract in excess of 25 percent of the dollar award of all subcontracts to be awarded to business concerns that meet the qualifications set forth in paragraphs (1) or (2) above. A section 3 resident means: (1) A public housing resident, or (2) An individual who resides in the metropolitan area in which the section 3 covered assistance is expended, and who is a low-income person or a very low-income person. For purposes of this project, resi-dents of the Portland-VancouverHillsboro Area who are members of families meeting the following income limits are considered low or very low-income persons. HUD 2020 Annual Income Limits for the Portland-VancouverHillsboro Area Low Income: 1 Person, $32,250; 2 Person, $36,850; 3 Person, $41,450; 4 Person, $46,050; 5 Person, $49,750; 6 Person, $53,450; 7 Person, $57,150; 8 Person $60,800 Moderate Income: 1 Person, $51,600; 2 Person, $59,000; 3 Person, $66,350; 4 Person, $73,700; 5 Person, $79,600; 6 Person, $85,500; 7 Person, $91,400; 8 Person $97,300 Clackamas County encourages bids from Minority, Women, and Emerging Small Busi-nesses.
