Site work for a water / sewer project in Palm Coast, Florida. Completed plans call for site work for a water / sewer project.
The City of Palm Coast is requesting proposals from qualified Contractors to provide trenchless pipe rehabilitation services to rehabilitate aging, damaged, and deteriorated Stormwater infrastructure. Quantities listed are estimated for proposal purposes based on work projection and are subject to change. There are six (6) specific projects that require trenchless pipe rehabilitation services. The Contractor shall provide all work required for a completed project including, but not limited to, labor, supervision, traffic, control, materials, equipment, installation, and incidentals required for complete rehabilitation. CONTRACTOR shall also provide material samples, as necessary, to ensure compliance with manufacturer's recommendations. Installation of all materials shall be in accordance with all applicable CITY standards and requirements, applicable Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction (latest edition), manufacturer and industry preferred standards. Work assigned under this contract may include, but is not limited to, the following types of projects: o Stormwater culvert inspection, cleaning and rehabilitations o Stormwater culvert pre-and post-work video inspections (City does not provide videos) o Easement access o Maintenance of Traffic (MOT) o Isolation and by-pass pumping o Cured-In-Place Pipe reconstruction o Centrifugally Cast-in-Place Structural Cement o Slip Lining with high density polyethylene pipe o Erosion and sediment control o Site restoration o Obtaining all required permits associated with the work o Signed and Sealed FDOT Structural Calculations as needed. The quantities shown in the Unit Cost Schedule are estimates provided for proposal comparison purposes and will be utilized in determining the lowest responsive / responsible Bidder(s). The Bidder shall provide unit costs for all of the items listed in the Unit Cost Schedule. These unit costs shall be the basis for Contract unit prices and will be used in the development of project Work Orders. The City does not warrant that the actual quantities of work will correspond with those estimates. The city reserves the right to increase or decrease any of the quantities shown without adjusting the unit Contract prices by Change Order. 01000 The Contractor shall be required to provide a Designated Representative (i.e. Contract Project Manager). The primary Contractor must perform at least 51% of the work under this Contract. Subcontractors may not perform more than 49% of the total contracted dollar amount. Total construction time to achieve Substantial Completion on all sites shall not exceed twenty eight (28) consecutive calendar days from the date of the "Notice to Proceed," with an additional seven (7) consecutive calendar days to achieve Final Completion. However, total contract time for multiple projects awarded to a single Contractor may not be cumulative and shall be determined at time of award based on number and complexity of projects awarded. Contract time will be from the date of the "Notice to Proceed." The contract time of 28 days will begin on the Notice to Proceed date. The contract time by City standards means the amount of time you are allowed to be on-site for this job / days you have for installation. By the time the NTP is set, winning Contractors would already be notified and specs would also have to be submitted and approved before construction can begin. The submittal portion is not counted as part of the contract time. Notice to Proceed dates shall be set based on coordination with the awarded proposer's schedule. There will be no priority list determined for these projects. Priority will be worked out with the awarded proposer prior to issuance of Notice to Proceed. Any questions concerning the intent, meaning and interpretations of the bid documents including the draft agreement, shall be requested in writing through the City's Procurement Portal Web Page A certified check, cashier's check or bid bond shall accompany each Bid if Bid amount is one-hundred thousand dollars ($100,000) or greater. The certified check, cashier's check or bid bond shall be for an amount not less than five percent (5%) of the Bid price and shall be made payable to the City as a guarantee that the Bidder will not withdraw his/her Bid for a period of ninety (90) days after the Bid closing time. In the event the Contract is awarded to the Successful Bidder and will enter into a written Agreement with the City and furnish a Payment Bond and Performance Bond in an amount equal to the Contract Price. The Material and Workmanship Bond shall be in an amount equal to ten percent (10%) of the Contract Price as adjusted on the Final Application for Payment. The Bidder will forfeit their Bid Security if they fail to do so. All Bonds shall be secured from or countersigned by an agency or surety company recognized in good standing and authorized to do business in the State of Florida. All submittals will be evaluated by City staff in accordance with the criteria set forth in the bid documents. The City reserves the right to reject all bids/submittals, to waive any formalities, and to solicit and re-advertise for new bids, or to abandon the project in its entirety.
