Renovation of a power facility in Malaga, Washington. Completed plans call for the renovation of a power facility.

Upgrade the Rock Island Powerhouse 2 HVAC equipment and controls system in accordance with the Contract Documents. The Contract Specialist assigned to answer questions regarding these bid documents, show this project to prospective bidders, and act as the District's representative to prospective bidders during the advertisement period for this project is: Brenda Guske Contract Specialist Procurement & Contracting Services 327B N. Wenatchee Ave Wenatchee, WA 98801 brenda.guske@chelanpud.org (509) 661-4327 The Contractor shall furnish all labor, tools, equipment, supervision and specific materials to perform the Work outlined below, as shown on the Contract Drawings (Exhibit T), Specifications (Exhibit S) and as specified in the Contract Documents for upgrading of the HVAC system at Rock Island Dam Powerhouse 2 located at 1476 Rock Island Dam Road, Malaga, Washington. Key components of Work for this Project include the following: 1. Main Powerhouse Ventilation Systems: There are four main powerhouse ventilation systems that are being upgraded. Work shall be done on one ventilation system at a time while the other three systems will remain in operation. Scope for each of the systems includes the following items; a. The four main powerhouse ventilation fan systems will be replaced. The existing direct-drive, variable pitch fans will be replaced with direct-drive fixed vane fans operated through new variable frequency drives. Ductwork revisions are required to accommodate the new fans. b. The existing cooling copper coils which use raw water, will be replaced with new stainless-steel coils and several valves. c. New supply and drain piping system will be installed. d. Insulate all piping downstream of the new main isolating valves as marked on the Contract drawings. e. Air supply grilles will be relocated in accordance with the Contract drawings. f. Ductwork sealing will be required on some of the existing ductwork. g. Asbestos abatement is required from duct joints and piping flanges. h. All the dampers in the ventilation system will be replaced and will be actuated through the new controls. 2. Electrical Room Ventilation Fan Systems: The ventilation systems serving an electrical room are being replaced. Two existing 5-ton water cooled heat pump packaged units are being replaced with split system air cooled heat pump systems. Ductwork revisions are required to accommodate the new fan coils up to the existing ductwork. All the dampers in this system are being replaced and will be actuated through the new controls. Some asbestos abatement may be required. Work shall be done on one ventilation system at a time while the second system remains in operation. 3. Control System: Part of the existing pneumatic control system is being replaced with a new direct digital control (DDC) system. The pneumatics being replaced include the volume control on the four main powerhouse fans, dampers in those ducted systems on each floor, and the temperature monitoring of the main powerhouse spaces. The electrical room temperature control is also being switched to the DDC system. It includes lead-lag operation on the two new 5-ton systems as well as numerous dampers and position modes, to function with the existing halon system operation. 4. Exhaust Systems and Fans: There are two continuously operating exhaust fans in the powerhouse. They will be receiving new fan shaft bearings, fan and motor sheaves, belts, and two new motors in this Project. One exhaust fan shall always remain in operation while work is in progress on the other system. 5. Testing, Air Balancing and Commissioning of the new systems, including the Main Powerhouse Ventilation System and Electrical Room Ventilation System. Contractor shall provide troubleshooting support if necessary while commissioning the equipment. 6. The Contractor shall provide training to District representatives after Substantial Completion of the Project . 7. The Contractor shall provide troubleshooting service, for maintenance and operational support of the DDC system, for one year after the final acceptance of the Project.
