Site work and paving for a mixed-use development in Dublin, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
**As of May 4,2021 This project has been awarded.Start date and completion date has not yet been established.** The Base Contract will generally include the full-width mill and overlay of three Borough roadways (15,800 SY/1,440 Ton). The Base Contract will also include 865 SY pavement repair, 70 Tons leveling/scratch course, 9 EA. C-top replacements, 150 LF 15" HDPE, 1 EA Type M inlet, 1 EA storm manhole, 20 LF standard concrete curb, 88 LF curb driveway depression replacements, 1,014 SF concrete sidewalk replacements, 929 SF concrete driveway apron replacements and 6 EA water valve box riser replacements. Alternate/Add-On No. 1 will generally include the replacement of 11 handicap ramps along Trotters Way, Applewood Lane and Saddlebrook Drive consisting of 220 LF curb replacements, 1,848 SF sidewalk replacement, 90 LF concrete cheek wall, two pedestrian crossing signs and a painted crosswalk. Attachment #1 of PennDOT Proposal and Contract MS-944 (Page 3A-1 and 3A-2, 3B-1 and 3B-2) contained in the Proposal and Contract Section of the Contract Documents, provides the quantities for each roadway. The "Instructions to Bidders" section describes the bidding requirements under this Contract. The project is subject to the terms of the Public Works Employment Verification Act (Act 127 of 2012). Completed and signed "Public Works Employment Verification Form" is required as a precondition to the award of the Contract and is to be submitted as part of the submission of the bid. This project is subject to the terms and conditions of the Pennsylvania Prevailing Wage Act, as determined by the Secretary of Labor and Industry and, therefore, must be bid as such. All work and materials shall be in accordance with PennDOT Standards and Specifications, except Bituminous Price Adjustment per PennDOT Publication 408, Section 110.04, latest edition, shall not apply. Proposals must be accompanied by electronic copy of a certified check or bid bond in the amount of 10% of the total bid amount for the work detailed in Attachment 1, including all Alternate/Add-On items. Bids must be accompanied by a completed Bid Form, Bidder's Qualification Statement, electronic copy of Bid Bond, executed Non-Collusion Affidavit and Public Works Verification Form as set forth in the Contract Documents. Failure to submit an Affidavit with the bid proposal may result in disqualification of the bid. CLARIFICATION DEADLINE 3/31/2021 4:00 PM Anticipated NTP is around June 1, 2021. The Contract shall be completed within 90 calendar days from the date of the Notice to Proceed. The undersigned understands and agrees that the Borough reserves the right to defer issuance of a Notice to Proceed for a period not to exceed sixty (60) days from the date of Contract Award should all preparation work required prior to this Contract be incomplete or delayed. Payment and Performance bonds are provided only by the successful bidder. Contracts from $4,000.00 up to $5,000.00 in Second Class Townships - performance bond must be not less than 10% or greater than 100% of amount of contract. Contracts greater than $1,500.00 up to $10,000.00 in First Class Townships, Boroughs and Third Class Cities - bonds must be between 50 % to 100% of the contract amount. Contracts in excess of $5,000.00 in Second Class Townships and in excess of $10,000.00 in First Class Townships, Boroughs and Third Class Cities - bonds must be in 100% of the amount of the contract. Bond Forms MS-944 Attachments 2 and 3 and Workmen's Compensation Affidavit - Attachment 4 must be submitted by the successful bidder within 20 days of the contract award. Failure to submit the bonds shall constitute grounds to cancel the contract.
