INVITATION TO BID The South Tahoe Public Utility District (STPUD) invites sealed bids by electronic submission only for the construction of the Aeration Blower System Emergency Power and Secondary Clarifier Nos. 1 and 2 Rehabilitation Project. Electronic Bids will be received until 2:00 pm, Tuesday, May 4, 2021. Hard copy original Bid Bond (or other acceptable form of bid security) MUST be delivered to District in advance of Bid deadline. Bids submitted after this time will not be accepted by the electronic bidding system. All bids that have been timely received will be publicly opened and the content read aloud via web conference online. Access information for this conference will be provided at a later date. All interested parties are invited to attend. Bids shall be valid for 60 calendar days after the bid opening date, as required in the Bid Form. The site of the work is located at the STPUD Wastewater Treatment Plant, 1275 Meadow Crest Drive, South Lake Tahoe, California. The work to be performed consists of but is not limited to: The Project consists of a new standby generator and rehabilitation of Secondary Clarifiers Nos. 1 and 2 at the STPUD Wastewater Treatment Plant including mechanical, structural, electrical, and instrumentation improvements. This includes installation of a new standby generator; installation of a new automatic transfer switch in the Emergency Pumping Station; demolition of the existing sludge collector mechanisms and replacement with new sludge collector mechanisms and appurtenances; seismic retrofits and rehabilitation of the existing concrete tanks; replacement of existing secondary clarifier handrail and V-notch weirs; installation of new density current baffles; demolition and replacement of existing RAS piping; new clarifier drive in existing MCC; integration of new sludge collector mechanism controls to the PLC; and site civil improvements including excavation, grading, and paving as required to accommodate new improvements. The prime contractor is required to provide documentation that the local U.S. Small Business Administration (SBA) and/or the Minority Business Development Agency (MBDA) of the U.S. Department of Commerce were notified of the contracting opportunity at least thirty (30) calendar days prior to the bid opening date. In accordance with the provisions of California Public Contract Code section 3300, the South Tahoe Public Utility District has determined that the bidder shall possess a valid class A contractor license at the time of bid opening, the Contract is awarded and for the duration of the Contract. Failure to possess the specified license shall render the bid as non-responsive and shall act as a bar to awarding the contract to any bidder not possessing said license at the time of award.
