Renovation of a mixed-use development in Honolulu, Hawaii. Completed plans call for the renovation of a educational facility.
The project shall in general consist of but is not limited to selective demolition and hazardous material abatement. Work also includes new base cabinets, snorkel vacuums, carpet tile, resilient base, acid resistant flooring, new acid resistant sinks and countertops, acoustical ceiling tiles, painting, signage, plumbing, mechanical exhaust system, rerouting of AC, fire alarm, and electrical, complete. Vendors are advised that they may be liable for Hawaii state taxes including Hawaii General Excise Tax ( 4%) and the applicable Use tax (.5%). Note: For the City and County of Honolulu (the island of Oahu), there is an additional .5% County Surcharge Tax (CST). Unless otherwise stated in the solicitation, offers for goods or services subject Hawaii taxes shall include all applicable taxes in the price offered. For more information on taxes, please contact the Hawaii State Department of Taxation at (808) 587-4242 or 1-800-222-3229 In accordance with the SOSA for HePS, the Awarded Vendor shall pay a Transaction Fee of 0.725% (.00725), capped at $5,000, to SicommNet on the total dollar amount of goods or services purchased through the Hawaii Electronic Procurement System (HePS). Unless otherwise indicated in this solicitation, the Transaction Fee shall apply to all purchases, whether through the Purchase Order, Contract, or eCatalog regardless of the quantity or dollar amount of the purchase. Payment must be made to SicommNet within thirty (30) days from receipt of invoice. The SOSA is hereby incorporated by reference into this Electronic Solicitation as if set forth herein in its entirety, and is located on the Internet at www.sicomm.net. Failure by any Vendor to obtain a copy of the SOSA shall in no way constitute or be deemed a waiver by the HePS Contractor or the University of Hawaii. To be eligible for award (refer to General Provision 3.10), the successful Offeror must submit the following: 1. Certificate of Good Standing issued by the State of Hawaii, Department of Commerce and Consumer Affairs in accordance with Section 103D-310, HRS, and Section 3-122-112, Hawaii Administrative Rules. 2. Certificate of Compliance issued by the State of Hawaii, Department of Labor and Industrial Relations in accordance with Section 103D-310, HRS, and Section 3-122-112, HAR. 3. Tax Clearance for Contracts from the State of Hawaii, Department of Taxation and the Internal Revenue Service certifying that all tax returns due have been filed, and all taxes, interest, and penalties levied or accrued under the provisions of Title 14 that are administered by the DOTAX and under the Internal Revenue Code against the Offeror, have been paid. This shall apply to all contracts, whether with Hawaii Offerors, out-of-state Offerors, or nonprofit organizations. This shall not apply to Offerors if the DOTAX certifies that the Offeror is in good standing under a plan in which delinquent taxes are being paid to the DOTAX (and the IRS, if applicable) in installments. To meet the above requirements, the State of Hawaii has developed an electronic proof of compliance process, Hawaii Compliance Express, that allows a vendor to obtain the aforementioned certifications by registering online Vendors shall electronically register with the Hawai'i Compliance Express to obtain a Certificate of Vendor Compliance which is acceptable as proof of compliance for both contracting purposes and final payment. Additional Instructions/Provisions: Additional Instructions/Provisions are attached which apply to this Solicitation. a. Bidders should attend the pre-bid conference that will be held at the date, time and location indicated in this Solicitation and prior to the close of bids. Bidders may be required to sign-in at the start and at the conclusion of the conference to ensure full participation. No other pre-bid conference will be scheduled or allowed. b. Bidder is advised to print out a copy of this Solicitation, including project scope of work documents, for its use at the pre-bid conference. No copies of the project scope of work documents will be available at the pre-bid conference. c. Questions, regarding the scope of work or project schedule, may arise at the pre-bid conference, from project site visit(s), or at any time prior to the close of bids. Bidders shall submit questions or clarification requests via the HePS Question and Answer section located in this solicitation. Questions and clarification requests must be submitted by the questions deadline date indicated in this Solicitation. Clarifications and/or answers to questions will be distributed by amendments to this Solicitation. Bidders are cautioned to review the Plans and Technical Specifications carefully and thoroughly. In instances where conflicts occur within the Plans and/or between the Plans and Technical Specifications and/or within the Technical Specifications, the more stringent requirement(s) shall be applied by the bidder when formulating its written quote. Failure by the bidder to apply/adhere to the more stringent requirement(s) shall not constitute the basis for price adjustment(s). Objections to or requests for clarification of the Plans and/or Technical Specifications shall be made in via the HePS QUESTIONS AND ANSWERS section no later than the date and time designated in the NOTICE TO BIDDERS.
