Questions must be addressed in writing to Karl Oprisch, P.E., Hammontree & Associates, Limited, by e-mail at koprisch@hammontree-engineers.com. Questions will not be accepted after 4:00 pm on April 5, 2021. Construction work shall be subject to the prevailing wage rates established by the Ohio Department of Commerce, Labor and Worker Safety Division. Each bid shall be in conformity with the Ohio Revised Code and all bids and certificates shall be upon the forms furnished with the specifications. All bids shall be delivered at or prior to the date and hour specified for receiving bids. In the case of corporations not chartered in the State of Ohio, the bid shall be accompanied by a proper certificate of the Secretary of State, certifying that such corporation is authorized to do business in Ohio. Bid security shall be furnished in accordance with the Instructions to Bidders Bidders shall comply with the Affirmative Action-Equal Employment Opportunity requirements set forth in the specifications. A Bidder/Contractor will be deemed committed to the goal of such bid conditions by submitting a properly signed bid. Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, handicap or national origin. Terms of payment shall be as provided in Chapter 153 of the Ohio Revised Code. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order 84-9 shall be required. Domestic steel use requirements as specified in section 153.011 of the Ohio Revised Code apply to this project. Copies of section 153.011 of the Ohio Revised Code can be obtained from any of the offices of the department of administrative services. The Village of Meyers Lake reserve the right to reject any or all bids, to waive any informalities or irregularities in the bids received, and to accept any bid or combination of bids which is deemed most favorable to the Village at the time and under the conditions stipulated. The Village of Meyers Lake further declares that it will award the contract for this project to the lowest and best bid, which may not necessarily be the lowest bid. The Specifications contain a Bidder's Profile designed to gather certain information that may be considered in this regard. No single factor will control the Village of Meyers Lake's decision to award, and the Village of Meyers Lake reserves the right to exercise its full discretion. No work may commence on this project until receipt by the contractor of a formal notice to proceed from the Village of Meyers Lake.
