Each bid must contain the full name of every person or company interested in the same bid and must be accompanied by the documents provided pertaining to the Community Development Block Grant (CDBG). Questions relating to the CDBG requirements should be directed to Timothy King, Erie Regional Planning Commission, 2900 Columbus Avenue, Sandusky, Ohio 44870, 419-627-7524. The bid guaranty may be one of two (2) forms: (1) A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid does not have to appear on this form); or (2) A certified check, cashier's check or a money order on a solvent bank or savings and loan association in favor of the Erie County Commissioners in the amount of ten percent (10%) of the bid. If the contract is awarded, a Contract Bond will be required, which is one hundred percent (100%) payment and performance bond. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. Davis-Bacon Federal Prevailing Wage rates must be paid on this project. The Bidder will be required to conform to all provisions of the Davis-Bacon Federal Prevailing Wage Act and related labor requirements and regulations. This project will be partially funded with Federal dollars. Prevailing wages apply. All businesses, including minority owned, female owned, or small businesses are encouraged to submit bids. Where there is reason to believe that collusion exists among bidders, the quotes of those involved will be rejected. Bidders are advised that Section 5719.042 of the Ohio Revised Code provides that no contract shall be awarded until the successful bidder submits a statement informing the County Auditor of any delinquent personal property taxes owed to Erie County. Each bidder shall strive to meet a goal of 25 percent of the labor used on the project to be residents of Erie County, Ohio. Each bidder shall strive to meet a goal of 25 percent of all materials and supplies used on this project to be purchased from Erie County, Ohio vendors and/or suppliers. Domestic steel use requirements as specified in section 153.011 of the Revised Code apply to this project. Copies of section 153.011 of the Revised Code can be obtained from any of the offices of the department of administrative services. No bids shall be withdrawn for a period of sixty (60) days after the date of opening. Bids shall be made in duplicate (one original and one copy) and such bids shall be placed in a sealed envelope marked with the title of the work "Accessibility Alterations at Lions Park Restrooms, Margaretta Township, Erie County, Ohio and the Bidder's name and address. The Erie County Commissioners reserve the right to reject any or all bids and to waive informalities in bidding, or to accept that bid, which in the judgment of the proper officials is to the best interest of Erie County. Upon the award of the contract, but prior to execution of the final agreement and Notice to Proceed, the contractor(s) shall submit the following certification: (a) Contractor Section 3 Plan Format; (b) Contractor's Certification Concerning Labor Standards and Prevailing Wage Requirements; (c) Certification of Bidder Regarding Section 3 and Segregated Facilities; (d) Certification of Bidder Regarding Equal Employment Opportunity. The successful bidder shall enter into a contract that includes all requirements contained in the specifications.
