Site work and paving for a mixed-use development in Welch, Minnesota. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The work includes the construction of approximately: 8" PVC Sanitary Sewer 1,440 LF 8" Watermain 3,425 Lf Rcp Storm Sewer 2,270 Lf Select Granular Backfill 3,060 CY Aggregate Base, CL 5 4,455 TN Concrete Curb & Gutter 4,595 Lf Concrete Sidewalk 9,760 SY Wearing Course Mixture 1,050 TN together with numerous related items of work, all in accordance with Plans and Specifications. This project is subject to Prevailing Wage Rates and Truck Rentals. All work under the Contract must be complete by October 29, 2021. A Bid shall be submitted no later than the date and time prescribed and at the place indicated in the advertisement or invitation to bid. For this project the City will be accepting both paper bids and online electronic bids A certified check or proposal bond in the amount of not less than 5 percent of the total amount bid, drawn in favor of Prairie Island Indian Community shall accompany each bid. The Owner reserves the right to reject any or all bids and to waive any irregularities and informalities therein and to award the Contract to other than the lowest bidder if, in their discretion, the interest of the Owner would be best served thereby. The Prairie Island Indian Community gives employment preference, to the greatest extent feasible, to Indians (including but not limited to members of the Prairie Island Indian Community). The Community also gives preference in the award of contracts and subcontracts and in the procurement of services, materials, supplies and equipment, to the greatest extent feasible, to Indian organizations and Indian-owned economic enterprises. The bidding entity agrees, to the greatest extent feasible: (1) to give preference and opportunities for employment to Indians; and (2) to give preference in the award of any subcontracts and in the procurement of services, materials, supplies and equipment to Indian organizations and Indian-owned economic enterprises. Indians seeking to qualify for Indian preference shall submit tribal certification that the individual applicant is an enrolled member. Indian organizations and Indian enterprises seeking to qualify for Indian preference shall submit evidence of at least 51% Indian ownership and control of the bidding entity. The Contractor will agree to comply with the laws of the Prairie Island Indian Community during the term of the contract and will consent to the application of the Community's laws and to jurisdictions of the Community's courts in the settlement of any disputes under the contract.
