Per the owner, a set timeline for construction has not been established. *The closed solicitation has been included below for reference: Sources Sought for Jupiter Inlet Shoreline Stabilization Architect and Engineering (A&E) NAICS: 541330, Engineering Services, $16.5 million small business size standard The National Operations Center (NOC) for the Bureau of Land Management (BLM) in Denver, CO is issuing this sources sought with specific interest in business capability. The purpose of this notice is to obtain information from qualified small businesses and conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This is not a request for proposal (RFP), and no solicitation is being issued at this time. The BLM seeks potential sources to perform professional engineering and design work to stabilize the shoreline, reduce or eliminate erosion, provide for public use where it is compatible with that purpose and enhance aquatic and terrestrial habitats where possible. Location of work is within the Jupiter Inlet Lighthouse Outstanding Natural Area (ONA), along the Indian River Lagoon and Loxahatchee River in Florida. It will be a requirement that all architects, engineers and surveyors on the contract possess licenses in Florida. The project will develop a design proposal, complete construction documents, and acquire all appropriate permits necessary to: 1)alleviate erosion along the shoreline and movement of material into the adjacent Intracoastal Waterway, 2)stabilize the shoreline bank to curtail the loss of land, and eliminate safety concerns from collapsing sands and falling vegetation, 3)protect the navigability of the intracoastal waterway, 4)enhance aquatic and terrestrial habitats, and establish native vegetation, as appropriate, to provide for a "living shoreline", 5)accommodate recreational elements that allow for continued shoreline use for recreational boaters (motorized and non-motorized) and ONA visitors that allows beach use, and supports fishing and snorkeling/SCUBA activities, at appropriate locations, 6)maintain and enhance the scenic integrity of the ONA as viewed from within and from external key observation points. The designs will likely incorporate elements of heavily engineered infrastructure along with concepts and ideas associated with living shorelines. Consultation with shoreline restoration professionals will be required and proven stabilization techniques must be utilized. It is anticipated the contract will be issued for a 245-day period of performance with additional optional periods of performance for construction proposal assistance and construction administration assistance. FAR 52.219-4, Limitations on Subcontracting, will apply wherein the prime contractor must perform at least 50 percent of the cost of the contract for A/E services, excluding the cost of materials, with its own employees and employees of a similarly situated subcontractor. Is your company capable of performing at least 50 percent of the cost of the contract for A/E services, excluding the cost of materials, with its own employees and employees of a similarly situated subcontractor This notice shall not be construed as a commitment by the Government to ultimately award a contract nor does it restrict the Government to a particular acquisition approach. Any information provided to the government as a result of this notice or any follow-up information requests is voluntary and shall be treated as confidential.
