SEALED BIDS will be received by the Okeechobee County Board of County Commissioners at the Okeechobee County Historic Courthouse, 304 N.W. 2nd Street, Room #123, Okeechobee, Florida 34972, on or before Thursday, May 6, 2021 until 3:00PM (Local Time). Any BIDS received after the time specified will not be accepted. Project Description: In general, this project is a runway rehabilitation to extend the useful life of the runway and connecting taxiway pavement and to enhance the safety of operations at Okeechobee County Airport. The project has three main tasks: Pavement Rehabilitation of Runway 5-23 and Taxiway D, including minimum 50 tie-ins at crossing runways / taxiways for grade compliance and Non-Precision Instrument Marking, New LED MIRL System, and New LED PAPI system for Runways 5 and 23. 2. At the time mentioned above, bidding will be closed and those proposals received will be publicly opened and read aloud in the office. 3. One (1) Original and three (3) copies of the Proposal shall be submitted on the forms furnished by the Owner. Each proposal submitted shall be placed with all required attachments, including one thumb drive containing a digital copy of their entire Proposal, in a sealed envelope, and this envelope shall in turn be placed in a 9 x 12 inch envelope. Both envelopes must be sealed and marked as follows: BID - RUNWAY 5-23 REHABILITATION OKEECHOBEE PROJECT NO. TBD OKEECHOBEE COUNTY AIRPORT OKEECHOBEE COUNTY, FL To Be Opened: Firm Submitting Bid: 4. Plans and Specifications for the project may be obtained from the offices of AVCON, INC. Digital copies are available at no charge; hard copies are available at a cost of $100 upon receipt of a non-refundable check made payable to AVCON, Inc. Plans and Specifications will be available, after 8:00 AM on Tuesday, April 6, 2021. PLEASE NOTE: To ensure you are apprised of changes to project requirements and receive all Addenda, you must register with AVCON and be on the Plan Holders List to bid the project. Copies of written responses will be provided to plan holders of record who purchase bidding contract documents. The final Addendum will be issued on Friday, April 30, by 5:00PM, if necessary. 7. A certified check, drawn upon a state or national bank, or a bid bond issued by a corporate Surety licensed to conduct business in the State of Florida, in a sum not less than five percent (5%) of the total amount bid, made payable to the Okeechobee County Board of County Commissioners, is required with each bid. 8. This is a federally funded project and the use of certified disadvantaged businesses (DBE) is encouraged. The DBE goal for this project is 7.61% of the total contract value. 9. A Performance Bond for an amount not less than 100% of the bid price, a Payment Bond for an amount not less than 100% of the bid price, and Insurance per the County Insurance Requirements will be required from the selected bidder within 15 days after written notice of the award of contract. 10. Okeechobee County accepts no responsibility for any expense related to preparation or delivery of proposals. The Owner reserves the right to reject any or all Bids, accept Bids in any order or combination, accept or reject portions of Bids, make modifications to the work after bidding, and waive any formality in the Bids if they deem it in their best interest to do so. The General Contractor will provide additional information including, but not limited to, a list of similar projects constructed within the past five (5) years, client references, and an audited or certified financial statement or other financial references deemed appropriate to Contract Award. 11. Bidders will confine their bids to the project in its entirety. Partial bids will not be accepted. 12. Each bidder will submit with this bid evidence that the bidder is licensed to perform the work and services or qualified by examination to be so licensed. 13. If in the opinion of the bidder, inconsistencies appear to exist in the specifications, it is the bidders responsibility to seek clarification from the Engineer. Additionally, it is incumbent upon all bidders to conduct a personal investigation as to requirements of the County. 14. No proposal may be withdrawn after the scheduled closing time for the receipt of proposals for a period of one hundred eighty (180) days. Terry W.
