Renovation of a clubhouse / community center in Westport, Connecticut. Completed plans call for the renovation of a 2,700-square-foot clubhouse / community center.
As of February 19,2024, this project has not yet been awarded. A timeline for the award has not yet been established. The Town of Westport reserves the right to waive any defects and informality in the bidding, or in any bid to reject any or all bids for any reason whatsoever and to accept that bid deemed to be in the best interest of the Town. The Town reserves the right to cancel the RFP and to decline to issue a new RFP. The Town reserves the right to decline to award a contract to any of the bidders. Unless otherwise provided in the Contract Documents, the Contractor shall secure and pay for the building permit as well as for other permits, fees, licenses, and inspections by government agencies necessary for proper execution and completion of the Work that are customarily secured after execution of the Contract and legally required at the time bids are received or negotiations concluded. To the extent required under Section 31-53 of the Connecticut General Statutes, the wages paid on a hourly basis to any person performing the work of any mechanic, laborer or worker on the work herein contracted to be done and the amount of payment or contribution paid or payable on behalf of each such person to any employee welfare fund, as defined in subsection (i) of Section 31-53 of the General Statutes of Connecticut shall be at a rate equal to the rate customary or prevailing for the same work in the same trade or occupation in the town in which such public works project is being constructed The Contractor shall within ten (10) days after the receipt of the Notice of Award furnish the Owner with a Performance Bond form 00406 and a Payment Bond form 00405, as provided in the Bid documents, in penal sums equal to the amount of the Contract Sum. Bonds shall be conditioned upon the performance by the Contractor of all undertaking covenants, terms, conditions and agreements of the Contract Documents and upon the prompt payment by the Contractor to all persons supplying labor and materials in the prosecution of the Work Interior and exterior renovations and improvements to an existing homeless shelter and food bank, including new dormers. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services ("DAS") under the provisions of Conn. Gen. Sstat. Section 4a-60g (25% of the total state-funded value with DAS-certified Small Businesses and 6.25% of the total state-funded value with DAS-certified Minority-, Women-, and/or Disabled-owned Businesses.) The Contractor must demonstrate good faith effort to meet the 25% set-aside goals. Except when otherwise specified, no proposal will be considered unless accompanied by a proposal guaranty in the form of a bond furnished by a surety company, satisfactory to the Engineer, in an amount equal to at least 15% of the amount of the bid, including base bid and all alternates
