2021 Sanitary Sewer System Rehabilitation Project Main Line Cured-in-Place Pipe Lining, Contract "A" Salisbury Township Grant Area, Contract "B" Salisbury Township Non-Grant Area and Contract "C" Coplay-Whitehall Sewer Authority Non-Grant Area. The work will include the rehabilitation of approximately 9,200 linear feet of 8-inch sanitary sewer main via cured-in-place pipe lining. Contract "A" work is federally funded, in part, through a grant from the County of Lehigh Community Development Block Grant (CDBG). All Contractor(s) must seek Minority and Women Business Enterprise (MBE/WBE) Firm participation in obtaining subcontractors for construction work, equipment, services and/or supplies in accordance with goals and objectives of Executive Orders 11625 and 12138. Refer to Section 41 "Federal Requirements" of the Specifications for County of Lehigh, CDBG requirements. Failure to comply with the Federal regulations will result in the rejection of the bid. All Contractors/Subcontractors, administrative, field work and associated activities must be in compliance with applicable statutes and regulations of the Grantor as referenced in Section 41 of these Contract Documents for Contract "A" Township of Salisbury. Contract "A" is subject to current Federal minimum wage rates in accordance with the applicable provisions of the "Davis Bacon Act" (40 US Code 276(a)). Federal wage rates are updated and published on Fridays. Contracts "B" and "C" are not subject to the requirements of Section 41 Federal Requirements and shall be constructed in accordance with the applicable provisions of the Pennsylvania Prevailing Wage Act. It is the intent of the Owner(s) to award the project as a collective whole. CLARIFICATION DEADLINE 5/10/2021 5:00 PM 5% for minority business enterprises (MBE) and 3% for women business enterprises (WBE) This specification describes the requirements for cleaning of the existing sanitary sewer mainline pipe to properly remove foreign materials from the mains for the installation of the cured-in-place pipe liners (CIPPL). 1. Contractor shall remove all internal debris from the sewer lines that will interfere with the installation of the CIPP liner and clean the existing sewer line in accordance with NASSCO standards and to the requirements of the CIPP liner manufacturer prior to installation of the liner. 2. Preparation of the interior surface must be cleaned to the CIPP liner manufacturer standards for installation of the liner. The pipe surface shall be free of all loose sand, rock, build-up or other deleterious materials. Additional cleaning and/or equipment may be necessary if the pressure cleaning is deemed deficient. The inside circumference of the host pipe surface must be 98% clear of all obstructions throughout the manhole run prior to lining the pipe. 3.
