Demolition, site work and addition to a mixed-use development in Orlando, Florida. Completed plans call for the addition of a fire / police facility; for the demolition of a fire / police facility; for site work for a fire / police facility; medical facility; medical facility; and medical facility.
Contractor(s) shall furnish the design services and construction services specified in the RFP for the Design-Build Services for the EOC Building Addition. Respondents must have on their team an appropriately licensed Florida Contractor pursuant to Chapter 489 Florida Statutes to be considered responsible Respondents and eligible to be awarded a contract. All questions about the meaning/intent of the Solicitation must be received in writing on or before 2:00 p.m., local time, May 6, 2021, to Yonney Dominguez Fundora at yonney.dominguezfundora@orlando.gov in the Procurement and Contracts Division, 400 S. Orange Ave., 4th Floor, Orlando, Florida 32801. Selected Respondent(s) shall be required to provide Performance and Payment Bonds in the amount of the Contract Price. The Surety must be licensed to do business in the State of Florida, must be included on the United States Department of the Treasurys Listing of Approved Sureties, and must have at least an A- rating in accordance with the most current A.M. Best Company financial strength ratings. No award of a contract or subcontract can be made at any tier to any party which is debarred or suspended or otherwise excluded from or ineligible for participation pursuant to federal or state requirements. City of Orlando Minority & Women-Owned Business Enterprise Ordinance and Veteran Business Enterprise (VBE) program: The Respondent shall be required to comply with the City of Orlando's Minority & Women-Owned Business Enterprise Ordinance (Chapter 57) and Veteran Business Enterprise (VBE) program (Chapter 7). Living Wage Respondent is required to pay its workers, as well as its subcontractors providing services pursuant to a Contract Agreement with the City, a living wage for the time spent providing services to the City. (This provision does not include general administrative personnel unless they are assigned to a City project.) Living wage means compensation for employment of not less than $14.00 per hour for straight time, exclusive of FICA, unemployment taxes, and workers compensation insurance and employee benefits. This provision shall apply to all bid and proposal awards for services which involve City expenditures that exceed $100,000.00 per year. Responsible Contractors Policy For Contract Agreements with an estimated value of at least $100,000, the Respondent will be required to comply with the City of Orlandos Responsible Contractors Policy, which requires that Respondent pay its workers and require its Subcontractors to pay their workers on this Project an hourly wage, based on classification for the Orlando region established by the Davis-Bacon Act (hereinafter hourly wage). The Owner reserves the right to waive any informalities, to reject any or all Proposals, or to re-advertise. The schedule for the completion of the building should not exceed 500 days, including design time. Notice to Proceed will be issued by the Citys Project Manager to the Design Build Firm upon execution of the Phase I contract. Liquidated Damages shall be set at $1,500.00/day. The total budget for the Design/Build project is $2,000,000. The Respondent awarded a contract shall make a good faith effort to ensure that 18% of the dollar amount of the contract is performed by MBEs and 6% of the dollar amount of the contract is performed by WBEs
