Contractor Awarded Address: , NM 87107-2014 USA Base and All Options Value (Total Contract Value): $6337558 The Bureau of Land Management (BLM) has a requirement for the complete design and construction of a new fire station building, crew quarters building, and associated site elements and utility work. A package which includes schematic design drawings and performance specifications for the two buildings and associated site work, has been prepared by the BLM National Operations Center A&E Branch and shall be used as the basis of design. The design of the fire station and crew quarters are based on the standard prototypical fire facility designs approved by NIFC (National Interagency Fire Center). BLM has completed many of these facilities before and can provide other supplemental project data if/when needed. The Farmington Fire Facilities design-build project will include two new buildings, access roads, parking and vehicle circulation space, overhead fill station, outdoor storage areas, fencing, vehicle gates, and areas designated for future expansion. New buildings include a fire station building consisting of vehicle storage bays and offices for BLM wildland firefighting staff. The overhead fill station shall be directly adjacent to the vehicle storage bays. The second building is a crew quarters consisting of a residential style quarters building to house fire staff. The estimated magnitude of construction for both buildings is $3 million to $5 million. The applicable North American Industry Classification System (NAICS) code assigned to this requirement is 236220, Commercial and Institutional Building Construction. The small business size standard is $39.5 million. In accordance with FAR 36.3, this solicitation will use two-phased design-build acquisition procedures. This sources sought is intended as a means of conducting market research which will assist in determining if small business has the capability to perform this work. The evaluation for the project will include experience of design-build projects and key personnel within the last five years of similar size, scope, and complexity to this project. At least one shall include a design-build project wherein the general contractor and designer-of-record both worked to successfully complete the same project. The offeror's proposal shall be incorporated into the contract, and therefore, key personnel proposed will be required to remain on the project until completion. All interested parties are encouraged to complete the following questions to assist the Contracting Officer in making determinations for the upcoming acquisition: 1. Please provide your firm's name, a point of contact, DUNS number, firm's location, and business size (small or large) based on the proposed small business size standard of $39.5 million. 2. If your firm is a small business, is your firm capable of complying with FAR 52.219-4, Limitations on Subcontracting, wherein at least 15 percent of the work must be performed by the small business prime contractor 3. If your firm is a large business, what percentage of the work would you estimate can be subcontracted to small business 4. Is your firm capable of providing experience of design-build projects and key personnel within the last five years of similar size, scope, and complexity to this project 5. Is your firm capable of providing at least one design-build project wherein the general contractor and designer-of-record both worked to successfully complete the same project 6. Is your firm capable of retaining key personnel until project completion 7.
