Site work and paving for a civil project in Smithfield Township, Pennsylvania. Completed plans call for site work for a road / highway; and for paving for a road / highway.
Estimated cost ; $100,000 - $120,000 The Scope of Work for the project in comprised of the placement of grading the subbase and overlaying with DSA, cross pipes, swales and other storm water updates. Access and maintenance and protection of traffic during construction, erosion control, restoration, and other miscellaneous items are also included. The bids summary will be reviewed by the Hamilton Township Supervisors at their meeting, at the Municipal Building located at 229 Fenner Avenue, P.O. Box 285; Sciota, PA 18354, on Tuesday, May 25 at 4:00 P.M. CLARIFICATION DEADLINE 5/17/2021 4:00 PM Bid security in the amount equal to 10% of the base bid amount in the form of cash, certified good faith check, cashier's check, or irrevocable letter of credit drawn upon a bank authorized to do business in this Commonwealth, or by a bid bond with corporate surety made payable to or naming as obligee the Hamilton Township shall be submitted with each bid. Bidders shall upload a scanned copy of a fully executed bond as part of the online sealed bid submission. After the Bid Opening and upon request by the Owner, Bidder(s) shall provide an original hard copy of the Bid Bond. If providing security in the form of a certified check or bank money order, security must be delivered to the Owner prior to the Bid Opening date and time. The successful Bidder will be required to furnish and pay for satisfactory performance and payment bonds in the forms provided in the bid specifications, each in the amount of not less than one-hundred percent (100%) of the awarded contract amount within 10 days of receiving notice of the bid award. An acceptable surety company is anyone included in the latest of the U.S. Treasury Department Circular 570 listings and authorized by the PA Department of insurance to do business in Pennsylvania. The successful bidder shall be required to submit evidence of insurance coverage with an insurance company having an A.M. Best rating of "A-: Class X" or better in accordance with the specifications. Bidders shall note that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this Project, and the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Bids may be held by the Hamilton Township for a period not to exceed forty five (45) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. Hamilton Township reserves the right to waive any defects, errors, omissions, irregularities or informalities in a bid or the bidding procedure and to accept any bid, which it may deem to be for or in the best interest of the Township , and to reject any or all proposals. This project is being funded in part by grants through the Commonwealth of Pennsylvania State Conservation Commission as a Dirt and Gravel Maintenance Program. All bidders must adhere to the requirements of the contract. The provisions of the Pennsylvania Prevailing Wage Act of August 15, 1961, P.L. 987, as amended, together with the rates and regulations promulgated by the Secretary of labor and industry applicable thereto, shall apply to this contract. Township of Hamilton in accordance with the Title VI of the U.S. Civil Rights Act of 1964 and Parts 21 and 23 of 49 C.F.R., notifies all bidders that it will affirmatively insure that MBE/WBE will be afforded full opportunity to submit bids in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex or national origin in consideration for an award. Hamilton Township does not discriminate based on actual or perceived race, color, religion, sex, ancestry, marital status, mental or physical disability, or the use of a guide or support animal and/or mechanical aids because of physical handicap, sexual orientation, national origin, gender identity or expression, age or familial status. The Owner reserves the right, at its option, to waive as an informality any, defects, errors, or omissions in any and all Bids; and to reject any or all Bids. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
