Construction of the SMRL CELL 1 EXTENSION COMPOSITE LINER CONSTRUCTION PROJECT, FORMAL BID NO. 2021/02, consists of providing all labor, materials, equipment, and incidentals for the installation ofearthen, geosynthetic, piping, and appurtenant components of the groundwater protection liner system for the project. These components include but are not limited to landfill gas piping, sub-drain/lysimeter/leachate collection and removal system,earthworks, geomembrane, geotextile, drainage geocomposite, geosynthetic clay liner, andprotective soils cover.and all work necessary to render the facility complete and operational. Requests for information or clarification must be submitted IN WRITING and received in the Department of Public Works no later than 5:00 p.m. on Tuesday,05/11/21.Requests may be submitted via e-mail to:eriddiough@cityofsantamaria.org. The Design Engineer has calculated an estimate of probable construction costs for this project. The City does not wish to publicize the engineer's estimate of the project cost since this information may tend to influence the number and nature of bids received. However, for the bidder convenience, the City will publicize that the engineer estimate for the base bid falls within a range of $7,000,000 and $8,000,000. Bids shall be executed on the forms provided in the book of bidding documents and in accordance with the instructions contained therein. A separate, unbound, set of bid forms are provided for the bidder convenience.Bid security, in an amount not less than 10 percent (10%) of the total bid dollar amount, is required to be submitted with each bid. The bid security shall be in the form of a bidder bond or a certified or cashiers check drawn upon a responsible bank made payable to the City of Santa Maria, and conditioned to be forfeited to said City in the event that the bidder, if the bid is accepted, does not enter into a written contract within ten (10) days after the awarding of the contract. The bidder to whom award is made will be required to furnish a payment bond and a faithful performance bond.As required under Contractor's License in the Instructions to Bidders of the bidding documents, bidders shall be licensed as a Class A General Engineering Contractor. In addition, the following conditions apply: No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Pursuant to Section1770, and the following, of the California Labor Code, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. A copy of such prevailing rate of per diem wages is on file at the offices of the City Engineer, 110 South Pine Street, Room 221, Santa Maria, California,93458,which copy will be made available for examination at such offices during business hours to any party on request.Pursuant to provisions of Section22300 of the California Public Contract Code, Contractor may substitute securities for any monies withheld by Owner to ensure performance of the Work. The City of Santa Maria reserves the right to reject any and all bids and to waive all minor irregularities. The City is a charter city and any contracts into which the City enters may be subject to the provisions of its charter, which may supersede certain provisions of the public contract code and other provisions of state law. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
