For Court Street Rehabilitation from Hilltop Drive to Veteran Drive The project includes HMA surface removal and overlay, median removal, concrete base course widening, concrete curb and gutter and sidewalk. Cash, a cashier s check, a certified check or a Bid bond, payable to the Treasurer of the City of Pekin, Illinois, in an amount equal to five percent (5%) of the total bid price, as a proposal guarantee, shall accompany each such bid. Bids may be held for a period of up to sixty (60) days prior to making an award. The successful bidder will be required to furnish a satisfactory Contract Bond to the City of Pekin in an amount equal to his contract price. In accordance with 820/ILCS 130/3 and 130/5, this contract is subject to all of the requirements of the Illinois Prevailing Wage Act, is subject to the payment of prevailing wages and the Contractor is required to submit monthly certified payroll records. In accordance with Public Act 96-0635, effective 1/1/08, all Contractors and Subcontractors, performing any contractual public work subject to the Prevailing Wage Act, shall have in place a written Substance Abuse Prevention Program filed with the public body engaged in public works. The successful Contractor shall file the Substance Abuse Prevention Program (s), with the City of Pekin, prior to award of the Contract. This project is subject to the Business Enterprise Program for Minorities, Females, and Persons with Disabilities Act ( BEP ) (30 ILCS 575/0.01 et seq.). This Act requires the submission of a Utilization Plan for the hiring of W/MBE Contractors for this grant-funded project. This project carries a BEP Participation goal of 19% for the $2,000,000 grant. Minority Business Enterprise (MBE) Goal is 15%. Women-Owned Business Enterprise (WBE) Goal is 4%. The City of Pekin reserves the right to reject any or all bids and to waive technicalities and irregularities in any or all bids.
