Broad St., beginning in early 2024. The site will also include mixed-use development and a new parking garage. Chris Lavender/staff SPARTANBURG -- Design plans for a new joint city-county municipal building downtown will include space at the site for mixed-use development at the corner of West Broad and South Spring streets. It is among several projects in the city funded by the penny sales tax increase approved in 2017 by Spartanburg County voters. City and county leaders selected the site bordered by Broad, Church, Kennedy and Spring streets in April 2022 for the new complex. More than a year later, City Communications and Marketing Manager Christopher George said the new complex's preliminary design is almost complete. "I know it's going to be done in the coming weeks," George said. "This month or next month I would expect something to come together on the development agreement. It will be some housing and some retail." The city is considering places in downtown Spartanburg to move administrative personnel so the existing building can be demolished. The new complex will include a 180,000-square-foot building up to six stories tall with a parking garage accommodating 500 to 600 spaces. The new complex is scheduled to be completed by 2025. The existing City Hall and County Administrative buildings were constructed in the early 1960s. The city and county are also working to finalize an agreement to have residential and commercial use developed at the site. "I think it's going to be a mixed-use development at central point downtown. The joint city-county complex will take up a small part of the overall space. There will be commercial and mixed-use and a parking deck," Spartanburg County Councilman David Britt said. The city and county are still deciding on a developer for the project. Two other projects close to completion Another project funded by the penny sales tax increase is nearly complete. Construction on a new Spartanburg Police Department headquarters at the corner of West Saint John and North Forest streets is scheduled to be finished by October. The two-story building includes parking to the side and rear. "We will be moving in late October or early November," Spartanburg Police Chief Alonzo Thompson said. "They are doing final wiring and flooring. The upstairs is mostly complete." _____________________________________________ Proposals must be submitted in sealed envelopes with the Bidder's name, full mailing address, and General Contractor License Number shown as the return address. Broad Street, Spartanburg, SC. 29304 Proposals submitted without the prescribed information may be rejected. It is anticipated that the contract award will be made to the lowest responsive and responsible bidder if an award is made. All Bidders should be aware that the date, time, and location for Proposal Submittal and Opening may be modified by Addendum. All prospective bidders, including prospective subcontractors are hereby notified that they must have proper contracting licenses under state law for their trades at the time bids are received. General Contractors are notified that applicable statutes of South Carolina will be observed in receiving and awarding general contracts. The General Contractor must have his license number clearly printed or typed on the sealed bid envelope. All prime contractors and subcontractors must have a current City of Spartanburg business license at the time of contract award. The Owner reserves the right to reject any or all bids and to waive informalities and minor irregularities.
