The existing Paleo filters were installed in 1976 and are at the end of their useful life. The filters were re-bedded in 2012. Inspection at that time predicted possibly 10 more years of life for the filters. The filters also contain an asbestos pipe on the interior. the pipe was believed to be in good condition in 2012 but MDE may see that differently in the future. Pressure filters typically have a useful life of 30 years, but due to the relatively low pressures through those filters, they have exceeded the typical life expectancy. Because of structural and piping constraints within the plant, it is not cost effective to replace the filters in the current building. Instead a new wing of 8 filters is proposed once tie in is complete the existing filters can be taken out of service and the filter room used for future expansion needs Project is included in the City of Salisbury FY 2021-2025 CIP. As of December 22, 2021, an engineering team has been identified and design is underway. Per the owner, a timeline for bidding and construction has not been determined. Closed solicitation has been included below for reference. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change. The content management team will continue to pursue additional details as they become available.

The Successful Vendor will provide professional design services related to the replacement of the pressure filters at Salisbury Paleo Water Treatment Plant (WTP), in accordance with the tasks shown in this RFP. The design shall cover installation of 8 new pressure filters in an building addition to the existing Paleo WTP, provisions for expansion of the number of filters, potential addition of anion exchange columns, and replacement of existing linerbased basin for filter back wash. Questions regarding the Proposal Documents or procedures shall be referred to Michael Lowe, Senior Buyer, Department of Procurement, 125 N. Division Street, Room 104, Salisbury Maryland 21801, during normal business hours, or by fax at 410-548-3192, or by email at mlowe@salisbury.md . The City will have the right to reject any and all Proposal Documents, where applicable, to accept in whole or in part, to add or delete quantities, to waive any informalities or irregularities in the Proposal Document received, to reject a Proposal Document not accompanied by required Proposal Security or other data required by the Proposal Documents, and to accept or reject any Proposal Document which deviates from specifications when in the best interest of the City. Irrespective of any of the foregoing, the City will have the right to award the Contract in its own best interests.
