SUBJECT: Consider Final Change Order for the 49th and Quivira CMP Stormwater Replacement Project, P.N. 3518, JCSMP 1-SN-2020-R-1. BACKGROUND: The stormwater collection system west of Quivira from W. 49th Street to W. 49th Place included inlets and corrugated metal pipes (CMP) that had reached the end of their service life and were failing. Multiple sinkholes had developed over this network of deteriorated pipe. The Governing Body approved a Professional Engineering Services contract with Olsson on December 23, 2019 that included the engineering design of small repair projects. The Governing Body approved the final plans on April 26, 2021. The Revised 2020 Capital Improvement Plan included this project as the 2021 CMP Replacement project. The Governing Body awarded the construction contract to VF Anderson Builders, LLC. on June14, 2021 and signed a 50:50 construction cost share of eligible items reimbursement Agreement with Johnson County on September 13, 2021. DISCUSSION: VF Anderson has completed the 49th Ter. and Quivira CMP Replacement project. The City’s Purchasing Manual requires that a Final Change Order be presented to the Governing Body at the end of the contract if there is an increase or decrease in the base contract amount. Attached is the final Change Order in a deduct amount of ($27,336.92) and includes all increases and reductions on this project for a final construction cost of $324,797.08. This is a 8.4% decrease below the awarded construction contract. _________________________________________________ The Project provides for the removal and replacement of approximately 930 linear feet of corrugated metal pipe (CMP) with reinforced concrete pipe (RCP) ranging in size from 15" to 36" in diameter, lining of approximately 300 linear feet of 18" CMP, and replacement of eight (8) inlets. Approximately 83 linear feet of sanitary sewer will be replaced with PVC and encased during this project. Construction will also include surface restoration including concrete curb and gutter, concrete driveways and sidewalk, sod, and other items. Construction will occur in existing right-of-way, existing drainage or utility easements, and temporary construction easements obtained for this project. Bidders will be able to view preliminary results via e-Builder as soon as the bids are opened and will be notified of the results within fourteen (14) days of the date set above for bids to be received. The Contract shall be awarded by the Governing Body of the Owner at the sole and complete discretion of such Governing Body. The City of Shawnee reserves the right to reject any or all bids and to waive informalities or irregularities in bids. No pre-bid meeting will be held for this project. Each Bidder shall upload and/or file with their bid a cashier's check, certified check, or bid bond drawn on an acceptable bank in an amount of not less than five percent (5%) of the total amount of the bid. Bid Bonds will be returned to the unsuccessful bidders, with the exception of the second qualifying bidder, at such time as their bids are rejected. All bidders shall verify that they have considered all issued addenda. Any addenda issued during the time of bidding shall be covered and included in the bid. There will be no clarifications or exceptions allowed on the Bid. Bids are for a total bid package, and total contract price. Each bid shall be made on a proposal form included with the bid documents. Bids shall be submitted online as indicated on the e-Builder website. An officer of the firm making such proposal shall properly execute all proposal forms. Bids received after the time and date above specified shall not be considered.
