Completed plans call for site work for a road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

IFB Project No. VZ2021.03 Mulder Square Transportation Improvement Project Construction of a mini-roundabout with drainage and traffic calming improvements at the intersection of Mulberry and Derry Streets. Installation of new street lighting and ADA ramps on Mulberry Street from the Mulberry Street bridge to Derry Street. Reconstruction of Nectarine Street from Mulberry Street to Haehnlen Street including drainage and lighting improvements. Removal of the Derry Street cul-de-sac. Construction of a Multiuse Trail from Sylvan Terrace to Cameron Street with drainage and lighting improvements. A Bid Bond by acceptable surety or a certified check made payable to City of Harrisburg in the amount of ten percent (10%) of the maximum Bid must be deposited by each bidder with his Bid. A payment bond must be obtained at 100% of the contract amount. Such bond shall be solely for the protection of claimants supplying labor or materials to the City, its contractor or to any of its subcontractors, in the prosecution of the work provided for in such contract, and shall be conditioned for the prompt payment of all such material furnished or labor supplied or performed in the prosecution of the work. "Labor or materials" shall include public utility services and reasonable rentals of equipment, but only for periods when the equipment rented is actually used at the site. The successful proposer shall be required to furnish performance security in the form of a bond or irrevocable letter of credit in an amount equal to 100% of the contract price. Such security shall be provided within twenty (20) days after the contract has been awarded. Failure to furnish the security within the required time period shall void the award. Notice is hereby given that the City of Harrisburg has adopted the City Ordinance Section 2-901 - Minority Participation in City Contracts to ensure that minority, women and other disadvantaged business enterprises have an equal opportunity to receive and participate in all project related construction contracts. It is the intent of the City of Harrisburg to ensure nondiscrimination in the award and administration of contracts, to create a level playing field on which minority, women, veteran, service-disabled-veteran, and LGBT-owned business enterprises can compete fairly for City of Harrisburg contracts and subcontracts, to help remove barriers to the participation of minority, women, veteran, service-disabled veteran, and LGBT-owned business enterprises and to assist the development of firms that can compete successfully in the marketplace outside of this program. The City of Harrisburg has established minimum participation levels (MPLs) for the MBEs, WBEs and other DBEs on this project. The Bidder must submit documentary evidence of solicitations to DBEs which have been contacted and to which commitments have been made, concurrently with the Bid using forms provided. The City of Harrisburg recognizes the same DBEs as the Commonwealth in addition to businesses certified by the City. A current list of City certified DBEs can be obtained from the Department of Business Development, City of Harrisburg, 10 North Second Street, Suite 302, Harrisburg, PA 17101. In administering its Ordinance, the City of Harrisburg has established the following participation goals: 15% MBE; 2% WBE. Questions will be accepted until 5:00 P.M., prevailing time, June 14, 2021. The length of Contract for MulDer Square Transportation Improvements Project will be approximately June 30, 2021 to June 30, 2022. The City of Harrisburg reserves the right to reject any or all bids and to make an award which is in the best interest of the City. The Owner fully intends to construct the work for which bids are solicited. However, the Owner specifically reserves the right, which all bidders acknowledge by submission of a bid, to reduce quantities and/or eliminate projects to meet available finances. Reduction of quantities or elimination of projects will not constitute grounds of additional or compensatory charges to the low bidder. Site 1: Work at this site consists of the construction of a mini-roundabout with drainage, landscaping and traffic calming improvements at the intersection of Mulberry and Derry Streets. Also included is the installation of new street lighting and ADA compliant curb ramps on Mulberry Street from the Mulberry Street bridge to Derry Street. Contractor shall submit design calculations/drawings for the ADA curb ramps prepared and stamped by a Professional Engineer registered in the state of Pennsylvania. Site 2: Anticipated work is the full depth reconstruction of Nectarine Street from Mulberry Street to Haehnlen Street including drainage, landscaping, and lighting improvements. Work includes the application of a preformed thermoplastic pavement marking pattern in the center of Nectarine Street to create a pedestrian priority space. Site 3: Work at this location entails the removal of the pavement layers, subbase and sidewalk of the existing Derry Street cul-de-sac. Construction of a Multiuse Trail from Sylvan Terrace to Cameron Street with drainage, landscaping and lighting improvements are included. The lower section of the Multiuse Trail includes the construction of a sidewalk/retaining wall system. Contractor shall submit design calculations/drawings for the retaining wall system prepared and stamped by a Professional Engineer registered in the state of Pennsylvania.
