The right is reserved by the City of Port Neches, as its interest may require, to accept or reject any or all bids, and to waive any informality in the bids received. Prime coat application. HMAC Level up course - construct new hot mix asphaltic concrete; HMAC - construct new hot mix asphaltic concrete surface; Final site cleanup HMAC Level-Up Course (TY-D) - HMAC for this item will be Type D according to TXDOT specifications. Tack Coat is required and will be considered subsidiary to HMAC surfacing. HMAC Surfacing (TY-D) - HMAC for this item will be Type D according to TXDOT specifications. Tack Coat is a subsidiary to HMAC surfacing. Bid Security, only in the form of: 1) a certified or cashiers check drawn on a Texas bank and made payable to the City of Port Neches; or 2) a bond executed by a surety company authorized to do business in Texas, in the amount of not less than five (5%) percent of the total bid, must accompany each bid at the time it is submitted. Bids must be submitted on the form shown in the Contract Documents. A Contractor Qualification Statement must also accompany each bid. Bids may be held by the City of Port Neches for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders qualifications prior to the contract award. Upon award, the successful bidder will be required to furnish payment and performance bonds.
