Bids shall be clearly labeled: Taxiway 'F' Pavement and Airfield Electrical Rehabilitation Project. The work for this project shall be executed under a single general construction contract. Project Description: In general, the project consists of the pavement rehabilitation of Taxiway 'F' (mill and overlay), concrete, paving, shoulder grading, taxiway edge lighting, airfield signage, airfield electrical improvements, and the installation of an airfield lighting control and monitoring system. The project is planned for major construction operations to start March 1, 2022. Limited work may commence this fall depending on availability of materials, contractors schedule, and approval from the Owner. The Contractor will be required to comply with the wage and labor requirements and to pay minimum wages in accordance with the schedule of Davis-Bacon wage rates established by the United States Department of Labor and Oregon Prevailing Wage Rates as referenced in the Contract, whichever is higher. Funding for the Contract is Federally assisted, and State assisted. Contractors at every tier must comply with all applicable federal, state, and local laws, rules, regulations, codes, and requirements including, without limitation, the following federal requirements: Affirmative Action, Buy American Preference, Civil Rights Title VI Assurances, Davis Bacon, Government wide Debarment and Suspension, DBE Requirements, Foreign Trade Restriction, Lobbying of Federal Employees, Recovered Materials, and Governmentwide Requirements for Drug-free Workplace, as contained in Bidding Documents. The City has established an overall DBE goal for the year. Under this contract, the Airport Authority is adopting a race-neutral means of facilitating DBE participation.
