The Lake County Department of Facilities Development and Management is responsible for the design, construction, and facility maintenance of over 121 County owned buildings and over 21 leased spaces. Owned facilities are as small as 248 square feet up to 289,580 square feet. Our largest lease space is approximately 14,000 square feet. The consultant must provide various cost estimating and construction analysis services including, but not limited to: Capital construction budgeting and master planning estimates including life cycle costing and operational costs; Value engineering suggestions and alternative design costs analysis and proposals; Detailed cost estimated by construction division at schematic design, design development and construction document phases of design; Construction schedule review with and without construction expenditure/cash flow projections; Construction Manager or General Contractor bid/Guaranteed Maximum Price analysis to include but not limited review of general conditions, construction schedules and milestones, documents, bidders (prequalified, solicited, selected), bid package preparation and scope of work documentation, unit prices, and bid analysis and recommendations; Schedule of values review and analysis; Change order evaluation; Auditing and claims analysis; Facilities condition assessments with budgetary cost estimates; Cost Estimating associated with disaster related facilities damages; Expert witness services or testimony. The method of contractor selection has not been determined at this time.
