This PRESOLICITATION announcement is for the construction/modification of the Cougar Butterfly Valve Replacement located at the Cougar Dam in Lane County, WA. Project Scope: The two main generating units at the Cougar Powerhouse use butterfly valves to shut off the penstock water supply to the turbines. A single penstock is bifurcated into the two headers each equipped with a butterfly valve to isolate each turbine. These valves were originally placed in service in the early 1960's. All the systems relating to the valves are becoming increasingly problematic. This is a construction project to replace the two (2) 90" butterfly valves and control unit systems to improve reliability and safety. Remove and dispose of the existing penstock butterfly valves, hydraulic cylinders/actuators, HPU inclusive of the hydraulic accumulators and oil reservoir, hydraulic plumbing, grease lubrication lines and components, fill/drainage valves, and controls. Design, manufacture, and shop test two new 90-inch diameter penstock butterfly valves, two new hydraulic cylinders/actuators, a new HPU inclusive of a new accumulator rack and hydraulic oil reservoir, new fill/drainage valves, and controls. The existing penstock sleeve coupling is to be reused with new seals and all new fastening hardware. MBE (2.4%), WBE (6.9%) Acquisition Strategy: This acquisition will be solicited in accordance with FAR 15 Contracting by Negotiation. The contract will be awarded using the provisions of FAR 15 utilizing "Best Value/Trade-Off Analysis" procedures. Based on the Best Value/Trade-Off Analysis, the Government expects award will be made to the Offeror proposing a combination of technical, past performance, and cost factors, which offer the best value to the Government. This acquisition will result in a single fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $5,000,000 and $10,000,000. Set Asides and Codes: This is an Unrestricted Full and Open Competitive Acquisition. The North American Industrial Classification Code (NAICS) for this potential requirement would be 237990 - Other Heavy and Civil Engineering Construction. The related size standard is $36.5M. The FSC is Z2KA Repair or Alteration of Dams. Proposal Procedures: The solicitation will be posted on beta.SAM.gov website once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. Proposal Period: The solicitation is tentatively scheduled for release on or about 5 June 2021. The tentative date for receipt of proposals is on or about 10 July 2021. Plans and Specifications: The Plans and Specifications will also be posted on beta.SAM.gov website once it is issued.
