**As of July 20, 2021, project was awarded to Pegram Construction, Inc for $1,617,672.64. Due to the lead time of materials construction of the project is anticipated to start by fall. Substantial completion is with in 120 calendar days after issuance of the Notice to Proceed. The estimated cost range is from $1,500,000.00 to $1,800,000.00. The City of Quincy, Washington requests Bids for providing the labor, materials, equipment, tools, and guarantees to complete the "A" Street SE Improvements project. This Contract provides for three schedules of work: Schedule A - Roadway Improvements: The reconstruction of approximately 2,200 feet of 7th Avenue SE and "A" Street SE from Division Street East to Columbia Way, including excavation, grading, subgrade preparation, crushed surfacing materials, cement treated base, hot mix asphalt pavement, storm drainage improvements, cement concrete curb and gutter, curb ramps, driveway entrances, permanent signing, pavement marking, surface restoration, and all other appurtenances required to complete the work. Schedule B - Water Main Improvements: The construction of approximately 1,830 feet of 12-inch PVC water main and approximately 50 feet of 6-inch DI water main for fire hydrants along "A" Street SE and 10th Avenue SE, including gate valves, fire hydrants, water services, surface restoration, and all other appurtenances required to complete the work. Schedule C - Sanitary Sewer Main Improvements: The construction of approximately 1,300 feet of 12-inch PVC sanitary sewer main along "A" Street SE and 10th Avenue SE, including manholes, sanitary sewer pipe, fittings, side sewers, surface restoration, and all other appurtenances required to complete the work. Contractors are required to bid all schedules. Failure to bid all schedules shall make a bid unresponsive. The basis of award shall be the lowest, responsive, responsible bidder for Schedule A, Schedule B, and Schedule C combined. Questions about the Contract Documents, the Project and the process for Bidding must be directed to the City Engineer by no later than June 21, 2021 at 3:00 p.m. (Pacific Daylight Savings Time). Questions must be submitted in writing by e-mail. Reponses to questions will be sent to all bidders on June 22, 2021. The Work shall be substantially complete within 120 calendar days after the commencement date stated in the Notice to Proceed. The City reserves the right to: reject any or all Bids, waive irregularities in a Bid or in the bidding process, and determine which Bid is, in the City's judgment, the lowest, responsive and responsible Bid. This proposed project shall be subject to Washington State Department of Labor and Industries Prevailing Wage Rates. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
