Site work for a water / sewer project in Monmouth, Oregon. Working plans call for site work for a water / sewer project.

As of June 21st, 2022 this project has been cancelled. The Owner reserves the right to reject any Contractor who the Owner determines cannot do the project within the timeline or does not have the resources and financial stability to complete the project. The Owner reserves the right to postpone award for a period not to exceed 14 days after the bid opening; to reject any or all bids; to reject any bid not in compliance with prescribed solicitation procedures and requirements and other applicable laws; to waive any informality in a bid; to increase or decrease bid items depending on available funds; and to make awards in the best interest of the Owner A brief description of the scope of work is provided below: Contractor shall construct new waterline and sanitary sewer improvements consisting of furnishing labor, materials and equipment for the installation of the following: A. Approximately 2,375 linear feet of 16-inch waterline B. Approximately 1,500 linear feet of 18-inch sanitary sewer C. Installation of two 30/36 -inch diameter steel casings each bored approximately 142 linear feet each across Highway 99W right-of-way D. Approximately 8 sanitary sewer manholes E. Approximately 375 tons of asphalt concrete pavement overlay F. Approximately 500 square yards of asphalt concrete trench patch G. Approximately 360 square yards of Cold Plane Removal H. Miscellaneous items including waterline valves, fittings, manhole rehabilitation, sawcutting, traffic control, etc. All construction shall be completed by September 15, 2022. This includes construction and any final correction items upon City of Monmouth final inspection. All proposals received will be publicly opened and read aloud at the above place, time and date. Bids received after the above date and time will not be accepted. Bids must be written on the forms provided in the Contract Documents and must be signed by the Bidder, or an authorized representative. Each proposal shall be accompanied by an unconditional certified check, cashier's check or bidder's bond in the amount of five (5) percent of the total amount of the bid, payable to City of Monmouth, Oregon, as a guarantee that the bidder, if his/her proposal is accepted, contractor will promptly execute the contract, secure payment of worker's compensation insurance, and furnish a Separate 100% Corporate Surety Performance Bond and a Separate 100% Payment Bond for the faithful performance of the contract. The contractor may be asked to have their Surety furnish a letter certifying they have currently reviewed the Contractor's financial statement and that the Contractor is financially sound prior to award. Qualifications: Bidders must be an established business (minimum three years) doing like projects and be registered with the Oregon Construction Contractor's Board. Prime bidders must be prequalified under the provisions of ORS 279C.435. A subcontractor listing is required and can be submitted with the bid. If the subcontractor listing is not submitted with the bid, it must be received within two (2) hours after the bid closing time and date and can be emailed to dkarr@ci.monmouth.or.us, or faxed to 503-838-0201, or hand delivered to 401 Hogan Road, Monmouth, Oregon 97361. Failure to supply a correct subcontractor listing may result in bid rejection. The Owner reserves the right to reject any Contractor who has not performed acceptably on past projects with the Owner, or others (this includes sub-contractor relationships). *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
