(b) Proximity of the Bidders permanent place of business as it may relate to Bidders responsiveness in carrying out the contract. (c) Litigation record of the Bidder. (d) Satisfactory completion of similar projects. (e) Resources pertaining to management, personnel and equipment. (f) Financial history, credit rating and current resources.
