Site work and paving for a mixed-use development in West Hempstead, New York. Completed plans call for site work for a bridge / tunnel; water / sewer project; road / highway; for paving for a road / highway; and sidewalk / parking lot.

The work of this contract includes stormwater flow improvement and remediation through installation of floatable catchers, detention basin, constructed wetland, channels and pipe culverts along with replacement of the NW Pond dam, new Eagle Avenue visitor parking facility, new and restored trails including new pedestrian bridges, and upland restoration and wetland mitigation landscape Each bid must be prepared and submitted in accordance with the Instructions to Bidders. All bids must be accompanied by Bid Security in the form of a certified check, bank check, or bid bond in the amount of: 800,000.00 (Eight Hundred Thousand Dollars and Zero Cents) This project is being financed with U.S. Department of Housing and Urban Development ("HUD") Community Development Block Grant-Disaster Recovery ("CDBG-DR") funds administered by the NYS Governor's Office of Storm Recovery ("GOSR"). Attention of bidders is particularly called to Section 3 requirements, M/WBE goals, Federal labor standards, Federal and State prevailing wage rates, online reporting requirements using Elation System, Inc. and other requirements included in the GOSR Supplementary Conditions for Contracts. Vendors awarded under this contract must use the Elation system to report compliance (www.elationsys.com).MINORITY AND WOMEN OWNED BUSINESS PARTICIPATION GOALS The following goals for MWBE participation on this project have been established at: Minority Owned Business Enterprise (MBE) 13%Women Owned Business Enterprise (WBE) 17%SERVICE DISABLED VETERAN OWNED BUSINESS GOALS The following goals for SDVOB participation on this project have been established at: Service Disabled Veteran Owned Business (SDVOB) 4%PUBLIC BUILDING LAW 8(6) Effective January 11, 2020, for any projects where the project design commenced on or after January 1, 2020 and for any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,400,000 or less, as adjusted annually for inflation beginning January 1, 2020. If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder. X Project commenced design before January 1, 2020. Not subject to provision. Project commenced design on or after January 1, 2020. Subject to provision. PROJECT COMPLETION The completion date for this project is 425 days after agreement has been approved by the NYS Comptroller's Office.PROJECT SPECIFIC LIQUIDATED DAMAGES (Refer to Table 14) In the event the Contractor fails to complete all the work on time, the Contractor agrees to pay the Office liquidated damages in the amount referenced in Article 14.10 of the General Conditions Following registration, a weblink will be provided to the registered bidder where they can then access and download the Bidding and Contract Documents package that includes the Drawings and Project Manual. Any RFI's that are received after this time will NOT be processed
