The project consists of concrete pavement rehabilitation on 21 st Avenue East between London Road and Superior Street; full depth concrete intersection pavement reconstruction and new signals at the intersections of 21 st Avenue East and Superior Street and 2 nd Street; bituminous mill and overlay on 21 st Avenue East between Superior Street and Woodland Avenue; ADA improvements; storm sewer improvements; and concrete sidewalks and driveways. The emailed bid bond must be received by purchasing office prior to the bid opening, and must be verifiable with the surety company. The City of Duluth reserves the right to waive informalities and to reject any or all bids Phase 1 includes all work on the project between Superior Street and Woodland Avenue. In addition to other work, Phase 1 consists of completing all work on the project as required to meet the requirements of Intermediate Completion Date #1. 4thStreet and Superior Street shall remain open to traffic at all times. Refer to traffic control plans and other sections of this special provision for additional requirements. Phase 2 includes all work on the project between London Road and 2 nd Street. In addition to other work, Phase 2 consists of completing all work on the project as required to meet the requirements of Intermediate Completion Date #2. 4 th Street and 2 nd Street shall remain open to traffic at all times. Refer to traffic control plans and other sections of this special provision for additional requirements Phase 3 includes all work on the project between Superior Street and Woodland Avenue to complete final milling and paving.
