Proposals must be received prior to the RFP's Closing Date and Time. Opportunity Description: AEP requires the services of an Engineering Consultant to undertake a study to develop the options to implement a seepage monitoring system. The services to be provided shall include: 1. Review previous studies, information, drawings, photography, technical reports, construction records and any additional information related to the project. 2. Review and assess the seepage monitoring system for the dam including the surveillance plan related to seepage. Identify any shortcoming and required improvements. 3. Conduct a site visit as necessary and detailed topographical survey of the required area. 4. Review the subsurface conditions of the site such as nature and thickness of alluvial soils and bedrock and conduct any assessment necessary to implement the seepage monitoring system. 5. Provide the feasible options of seepage monitoring system including real time reporting for the dam site. 6. Assess the viability and effectiveness of potential seepage monitoring options for the dam site based on above findings. Separation of surface runoff and fines should be considered in the assessment of the options. 7. Review landownership and describe implication on various proposed options. 8. Prepare conceptual plans and preliminary design of the proposed options to enable measurement of seepage flows. For a preferred option, the study shall include: a. conceptual plans and detailed designs, b. detailed design drawings, c. detailed cost estimates, d. regulatory requirements (if any) and e. time-line for construction. The method of contractor selection has not been determined at this time.
