Henderson Blvd. for an eight-provider clinic for Christus. The project will demolish the three oldest additions at the Laird Memorial Hospital site as well as the old dormitory building. The demolished structures will be replaced primarily with new construction. The project will leave the emergency room, first constructed in 2000, as well as the Kilgore College education addition. About 75,000 square feet of new space will be added and shared by KC and Christus. "The Kilgore College lease has a 30-year term," Selleck told councilmembers. "They continue their existing lease rate but with a 2.5% annual escalator. They chose to to prepay a portion of their lease by about $2.7 million. After we found out there's a chance construction costs will go up by about 20%, they agreed to increase their lease rate by about 20%, and that's factored in." The portion to be operated by Christus includes a clinic with space for eight health care providers as well as space for physical therapy. Selleck said during talks with Christus development directors he learned of the organization's mission to build a facility that offers the best in medical care but also looks appealing to everyone visiting the facility or passing by on the highway. "We're not just trying to accomplish a new building facility, but this needs to be a 'crown jewel on the hill.' Health care, to a degree, is retail now. They have competitors now that have state-of-the-art facilities," Selleck said. "What Christus said, and what Kilgore College said, is that when you think about health care, no one wants their health care provided in historic facilities. They want state-of-the-art, they want to know that when they enter a facility, they're going to leave better than when they went in. "The goal of the architects was to generate a street presence and street appeal that is extremely appealing to folks, both for Kilgore College and Christus, and we think they've accomplished that." Christus has agreed to a 15-year lease with three automatic five-year renewals, unless terminated. The project has an estimated total cost of $23.3 million. Christus is bringing a $1.6 million contribution in aid of construction. The city is contributing the last of its reserves from its hospital operations fund of about $500,000. The Roy H. Laird Memorial Hospital Foundation funded a $600,000 preliminary design and, Monday evening, the foundation approved an $8 million grant for the new facility. "That isn't money that can go towards anything else. It's restricted to costs for health care and health care education in Kilgore," Selleck said. He added the city is agreeing to a 30-year financing plan for $8 million for the project. Costs for the project are anticipated to be paid by lease agreements, and the city will seek contributions from foundations and other organizations on an annual basis. "We do not anticipate that this project will impact the city's tax rate," Selleck said. _____________________________________________________________________________________________________________________ The City of Kilgore, TX is requesting qualifications and letters of interest from qualified persons and firms for a Construction Manager-At-Risk for the Laird Hospital Improvements. The proposed EDA investment would be for the construction of two additional floors of new space on the northwest side of the Roy H. Laird Memorial Hospital. The proposed project components would include approximately 36,771 square feet of new space to provide for skills labs and instructional areas for the Kilgore Junior College nursing and health sciences program, including office space, classrooms, shared spaces such as a faculty lounge and student area, as well as all associated electrical, mechanical, and IT components a) Demolition & removal of three existing buildings: o 1952 Laird Memorial Hospital o 1978 Addition o 1993 Women's Center Addition b) Construction of a new: o 37,123 sf Health Sciences Education Building for Kilgore College o 18,688 sf Physician's Clinic for Christus Good Shepherd o Renovation of the lobby/facade of the existing Christus Good Shepherd Emergency Department o Associated parking & drive improvements c) All work will be performed by one CMaR although it will be issued as two sets of construction documents (one for Kilgore College & one for Christus Good Shepherd) which may have differing schedules & phasing and will require separate applications for payment. d) The Kilgore College portion of the work will be partially funded by a grant from the Economic Development Administration which will require compliance with EDA guidelines; some of which follows in the attached documentation. All respondents should be familiar with the EDA guidelines & requirements and should be prepared for the added compliance & documentation required during construction. e) The Christus Good Shepherd Emergency Department must remain operational during all phases of construction.
