Demolition, site work and new construction of a water / sewer project in Roseland, Virginia. Completed plans call for the demolition of a water / sewer project; for the construction of a water / sewer project; and for site work for a water / sewer project.
The work includes the furnishing of the labor, materials, and equipment and the construction of the following: Replacement of the existing metal package plants (three separate trains) and metal aerobic digesters with a new membrane bioreactor system (two trains) and two aerobic digesters; new coarse screen building, new fine screen building, new ultraviolet disinfection system, new non-potable water system, miscellaneous manhole and tankage modifications; appurtenant piping, site work, utilities and facilities. The membrane bioreactor system has been pre-selected. Bid shall be on a firm lump sum and unit price basis for each of the Bid Items identified in the Base Bid Schedule of the Bid Form. The Total Base Bid Price will be the cumulative sum of the extension of the bid quantities times the unit prices for each bid item. Each Bid shall be accompanied by bid security as described in the "Instructions to Bidders." The Successful BIDDER will be required to furnish performance and payment bonds as described in the General Conditions. The qualifications, resources, and experience of the BIDDER in the area of wastewater treatment construction are considered to be essential for timely completion of this project. Qualification of Bidder shall also be in accordance with Article 1.3 of the Instructions to Bidders. Further, the Owner may make such other investigations as he deems necessary to determine the ability of the Bidder to perform the Work, and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any Bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Contract and to complete the Work contemplated therein. Owner reserves the full and unconditional right to waive irregularities and to reject any or all Bids. The Successful BIDDER shall be determined on the basis of the lowest, responsive, and responsible proposal in accordance with the Instructions to Bidders. The Contract awarded under this Invitation to Bid is expected to be funded in part from the Virginia Clean Water Revolving Loan Fund (VCWRLF). VCWRLF requirements are included in the Instructions to Bidders, VCWRLF 2016 Contract Insert, and the Supplementary Conditions and are a condition of this Contract. No Bid may be withdrawn for a period of 60 days after the date of bid opening except in accordance with Section 2.2-4330 of the Code of Virginia, as amended. The OWNER, as Contracting Authority, has selected the first procedure for the withdrawal of bids as set forth in the section of the Code as cited above. In accordance with the Code of Virginia, Section 2.2-4343.1, the OWNER does not discriminate against faith-based organizations or on any other basis prohibited by state or federal law. The Owner does not discriminate on the basis of race, color, national origin, sex, age, disability, or religion. The OWNER encourages participation and bid submission from any Disadvantaged Business Enterprises (DBE) and/or Minority or Women Business Enterprise (MBE or WBE) capable and otherwise qualified to perform work defined by this construction contract. The Successful Bidder must comply with the Presidents Executive Order #11246, prohibiting discrimination in employment regarding race, creed, sex, or national origin; Executive Orders #12138 and 11625 regarding utilization of MBE/WBE subcontractors in the performance of this Contract; provide certification that they do not or will not maintain or provide for their employees facilities that are segregated on the basis of race, color, creed, or national origin; comply with the provisions of Civil Rights Act of 1964; comply with the President's Executive Order 13658 regarding minimum wages on federally-funded construction projects; comply with the Davis-Bacon Act; and comply with Section 436 of P.L.113-76 American Iron and Steel Requirements.
