Do NOT submit proposals or questions in response to this notice. The U.S. Army Corps of Engineers-Norfolk District intends to issue a Invitation for Bid (IFB) with Definitive Responsibility Criteria (DRC) acquisition for the construction of the Helipad at Defense Supply Center Richmond (DSCR) Richmond VA. This procurement will be conducted in accordance with FAR Part 14, Invitation for Bid (IFB). The Government intends to award a firm-fixed-price (FFP) contract. The requirement will be solicited unrestricted, with full and open competition. The applicable NAICS code is 237310 - Airport Runway Construction, with a Business Standard of $39.5M and Product Service Code of Y1BD - Construction Airport Runway. In accordance with FARS 36.204 Disclosure of the magnitude of construction projects, the magnitude of construction is between $500,000 and $1,000,000. Project Description: Provide labor, material, and equipment to perform the following: Demolish existing bituminous helipad and service vehicle drive. Work includes but is not limited to demolition and removal of existing bituminous material, electrical and communications utilities, and helipad lighting. Provide a new concrete landing pad and a bituminous service vehicle driveway to the helipad. Work includes but is not limited to installation of concrete compliant to UFC. Paint new markings. Work includes but is not limited to painting of new markings that conform to FAA and UFC design criteria. Install new lighting. Work includes but is not limited to navigation lighting that meets current FAA day standards and requirements. Provide new wind direction indicator. Work includes but is not limited to installation of reliable wind direction indicator as required. The DRC that are anticipated to be in the solicitation is as follows: Design must have specified UFGS 32 13 14.13, "Concrete Paving for Airfields and Other Heavy Duty Pavements". Must be full depth pavement (new or repair/replacement acceptable). Must be reinforced concrete (continuous reinforcement or dowel bars). Must be contiguous construction. Minimum 10,000 square feet of asphalt pavement construction for airfields or helipads. Design must have specified UFGS 32 12 15.13, "Asphalt Paving for Airfields". Must be full depth pavement (new or repair/replacement acceptable). Must be contiguous construction. Airfield lighting installation - Design must have specified UFGS 26 56 20, "Airfield and Heliport Lighting and Visual Navigation Aids". The Offeror may demonstrate experience with individual elements in one project or may demonstrate experience with each element in separate projects provided the offeror demonstrates performance of each element in two different projects. Projects must have been completed within eight (8) years prior to the date of this solicitation. The work defined in each criteria may have been performed by the low bidder, either self-performed as a prime contractor or as a subcontractor on the submitted project, or by an intended subcontractor, provided that the subcontractor signs a letter of unequivocal commitment. The letter, on the subcontractor's letterhead, should state that the subcontractor provides an unequivocal commitment to perform the work in the event that the low bidder is awarded the contract. The low bidder shall provide a narrative for each submitted project. It shall include: The project name Contract amount Contract number, if applicable Owner POC and contact info Description of work performed that demonstrates performance of the required construction elements Please note subject to change (DRC) The RFP and accompanying documents will be issued electronically and will be uploaded to beta.sam.gov on or about 15 July 2021. Telephone calls or written requests for the RFP package will NOT be accepted. Prospective offerors are responsible for monitoring beta.sam.gov to respond to the solicitation and any amendments or other information regarding this acquisition. Prospective Offerors are required to be registered in SAM when submitting an offer, and shall continue to be registered until time of award, during performance, and through final payment of any contract. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The project consists of repairing the existing helipad by replacement. The existing asphalt helipad will be removed and replaced with a 100' x 100' Portland cement concrete pad with 25' paved asphalt shoulders. A new lighted windsock, approach lighting and helipad edge lighting will be installed as part of the project. A new 7'x7' Precast concrete lighting vault with concrete pad will be included as part of the project to house a new three step constant current transformer and radio, and helipad lighting control systems.
