Seneca County is seeking qualifications from a Consulting Team with expertise in studying the issues surrounding water and sewer delivery and the establishing a framework for the potential implementation of a Water and Sewer Authority in Seneca County. Seneca County is embarking on this effort pursuant to a Grant Award from the New York State Department of State through its Local Government Efficiency Program. The County has a Project Budget of $75,000 but is not asking for pricing proposals at this time. The Scope of Work anticipated includes: 1. Initial meeting(s) with Project Team to confirm project scope, approach and activities to support the timely implementation of the project. 2. Facilitate meetings with both internal and external stakeholders to confirm understandings, willingness to participate and identify an operating model that best fits the needs and conditions within Seneca County. 3. Assist County and other municipalities in inventorying assets, conditions and potential relationship protocols. 4. Review existing Authority Models with relevance and similarity to Seneca County. 5. Assist County in establishing costs associated with formation, local legislative actions and communications with the New York State Legislature. 6. Assist County in Drafting Enabling Legislation to be considered by New York should actions 1 through 5 above indicate support to seek legislative approval to form said Authority.
