The Work of this Project is defined by the Contract Documents and consists of the following: 1. Demolition of existing Lagoon concrete patio, demolition of Lagoon sidewalk and sidewall as defined by Contract Documents and Owner, and demolition of Royal Avenue Restroom privacy screens and asphalt path as defined by the Contract Documents. 2. Site work to include excavation, concrete sidewalk, concrete patio, concrete sidewall repair, wood privacy screens, and additional necessary work as defined by the Contract Documents. This project is being financed, in part, with funds from the Illinois Department of Natural Resources, "Open Space Lands Acquisition & Development" (OSLAD) grant program. Minority business firms are encouraged to submit bids. Successful contract bidding firms are encouraged to utilize minority businesses as subcontractors for supplies, equipment, services, and construction. Contracts for work under this bid will obligate the contractor and sub-contractors not to discriminate in employment practices and shall be in compliance with applicable State of Illinois Statutes pertaining to the selection of labor and the prevailing rate of wages. The contractor shall pay not less than the prevailing rate of wages as found by the Department of Labor of the State of Illinois or the Pekin Park District to all laborers, workmen, and mechanics performing work under this contract, as required by an act of the Illinois General Assembly entitled "An Act Regulating Wages of Laborers, Mechanics, and Other Workmen Employed in any Public Works by the State, County, City of any Public Body, or any Political Subdivision of By Anyone Under Contract for Public Works", approved June 16, 1941, as amended. The Pekin Park District shall award the contract to the lowest responsible bidder whose bid properly addresses and complies with the invitation to bid and is most advantageous to Pekin Park District; price and other factors considered. The Pekin Park District reserves the right to waive any irregularities and to accept any or reject all bids when in the opinion of the Owner, such action will serve the best interest of the Owner. Justification for awarding the contract to a bidding firm other than the lowest bidder is subject to Illinois IDNR approval.
